Why Action is Necessary
In accordance with the Broward County Procurement Code, 21.32, Competitive Sealed Proposals, Board approval is required prior to advertisement for competitive sealed proposals that has an anticipated total value of more than $500,000.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of “Empowering economic opportunities for all people and businesses in Broward” and Goal to “Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental and community needs.” 

The Office of Economic and Small Business Development (OESBD) did not establish a County Business Enterprise goal for this project. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).

The purpose of this solicitation is to engage a qualified firm (Operator) to provide turnkey parking management services at multiple Broward County Parks and Recreation Division (PRD) park locations. Operator shall provide a complete turnkey solution, including equipment, installation, operations, maintenance, and parking enforcement. Locations initially included are: the Hollywood North Beach main parking lot, associated pocket lots; the Carpenter House lot; and the West Lake Park north side (Anne Kolb Nature Center) lot. 


Parking management services may include, but not be limited to, one or more of the following: meter-based remote program or multiple app-based, electronic gatehouse entry-based, vehicle counters (for indicating lot capacity), license plate reader (LPR) system, or any combination of these parking management solutions. The County intends to pay the Operator a flat parking management fee, including project-related expenses, utilizing vendor-provided turnkey parking management equipment and systems with all parking revenues generated going to County.

The RFP procurement method was selected to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services.
