Requested Action
MOTION TO APPROVE Interlocal Agreement between Broward County and the City of Hollywood to provide representation at hearings before the Broward County Minimum Housing/Unsafe Structures Board from the date of approval by the County Commission to January 1, 2022, and authorize the Mayor and Clerk to execute same. (Commission District 6)

VOTE:  9-0.  Commissioner Geller and Vice-Mayor Holness voted in the affirmative telephonically.
Why Action is Necessary
The Interlocal Agreement must be approved by the Broward County Board of County Commissioners pursuant to Chapter 19, Part XIII of the Administrative Code.

This is an agreement that allows Broward County to provide representation at hearings before the Broward County Minimum Housing/Unsafe Structures Board.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE BUILDING CODE SERVICES DIVISION (BCSD) RECOMMEND APPROVAL OF THE ABOVE MOTION.

It is the policy of the Board of County Commissioners to offer building code services to local municipalities that seek to either supplement their building departments or transfer permitting responsibilities to the County in a full service arrangement. For those municipalities who do not convene their own Unsafe Structures Board, they can contract with BCSD to have their cases researched and presented to the County’s Minimum Housing/Unsafe Structures Board at set rates to cover the costs of service. The following municipalities have an agreement with BCSD to provide representation before the Unsafe Structures Board: Cooper City, Dania Beach, Deerfield Beach, Lauderdale Lakes, Lighthouse Point, Miramar, North Lauderdale, Parkland, Pembroke Park, Tamarac, West Park, Weston, and Wilton Manors. The attached Interlocal Agreement with the City of Hollywood is for representation at hearings before the Broward County Minimum Housing/Unsafe Structures Board (Exhibit 2). BCSD will invoice the City on a monthly basis for actual services provided. The Agreement requires reimbursement from the City within 30 days of the date of the invoice. The Office of the County Attorney has approved this Agreement as to form.
