MOTION TO AUTHORIZE Director of Purchasing to negotiate and execute a software systems and maintenance agreement with Amadeus Airport IT Americas, Inc., subject to approval from the County Attorney's Office as to legal sufficiency, to provide professional services, software, and to continue to provide support and maintenance services for the PROPworks Core and PROPworks Space Management System for up to five years in the maximum total not-to-exceed amount of $325,000, which includes $150,000 for optional services.

ACTION:  (T-10:45 AM)  Approved.

VOTE:  9-0.  Commissioner Geller and Vice-Mayor Holness voted in the affirmative telephonically.

Allows for a new contract for the continuation of services relating to the Aviation Department's billing and lease management system.

This item supports the Board's Vision, "Consistently delivering responsive, efficient, quality services to the public and internal customers"; its Goal is to build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality.

The PROPworks Core and PROPworks Space Management System (PROPworks) are major components of the Aviation's billing and property management system and consists of several modules that are specific to airport needs. These modules address tenant contract management, billing, invoicing, accounts receivable, retail concession management, aeronautical statistics, graphical information space management, and tenant alteration tracking.

On January 4, 2000 (Item No. 18), the Board approved a billing and property management system agreement which included software, licenses and maintenance between Broward County and Decision Support Technologies, Inc. resulting from Request for Letters of Interest No. 092398-RB. Decision Support Technologies, Inc. was acquired by Air-Transport IT Services, Inc.

On June 16, 2008, the Director of Purchasing executed a potential five year agreement between Broward County and Air-Transport IT Services, Inc. for PROPworks.
 

On October 25, 2013, the Director of Purchasing executed a software license, maintenance and support agreement  between Broward County and Air-Transport IT Services, Inc. for PROPworks for a three-year initial term with two additional one-year optional renewal terms. One additional renewal year was inadvertently added in the original creation of the contract in the Info Advantage system in 2013. Upon review of the apparent final contract renewal year, the Purchasing Agent identified the error in February 2019 and realized the contract actually expired on November 22, 2018 with a vendor final time of performance expiring on January 22, 2019. An interim contract has been issued to Amadeus Airport IT Americas, Inc. for continuation of services from January 23, 2019 through April 22, 2019.

On April 27, 2015, Amadeus Airport IT Americas, Inc. acquired Air-Transport IT Services, Inc.
