THE HUMAN SERVICES DEPARTMENT AND BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board's Value, "Approaching human services collaboratively and compassionately with special emphasis on the most vulnerable" and Goal to "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports." Funding from this agreement allows eligible County residents to receive behavioral health and support services.
Broward County received the First Amendment from BBHC on December 10, 2018, with an effective date of November 1, 2018. Retroactive approval is being sought due to delays in finalizing some of the documents.
According to Section 394.9082(4)(a), Florida Statutes, Department of Children and Families (DCF) is authorized to contract for the purchase and management of behavioral health services with community-based managing entities. Contracting with a managing entity allows DCF to place the responsibility for publicly-financed behavioral health treatment and prevention services within a single private, nonprofit entity at the local level. BBHC is the managing entity under contract with DCF to manage the day-to-day operational delivery of behavioral health services in Broward County.
Since 1973, BARC has served adults with substance use disorders and has provided a full array of comprehensive substance abuse detoxification and treatment services in a community-based setting. DCF has designated BARC as the provider for state and federally-funded behavioral health services including medically-supervised residential detoxification, intensive residential treatment, intensive outpatient treatment, and outpatient individual and group counseling services to all eligible individuals.
BARC met the following required outcomes in the previous Fiscal Year. The target for the outcomes remained unchanged for the current Fiscal Year and are: 10% change in clients who are employed from admission to discharge; 15% change in the number of adults arrested 30 days prior to admission versus 30 days prior to discharge; 51% of adults who successfully complete substance abuse treatment services; 94% of adults with substance abuse who live in a stable housing environment at the time of discharge; at least 50% of clients discharged from detoxification services will be connected to services in the BBHC Network at a lower level of care within seven days; recidivism rate shall be less than 50% within 90 days of discharge of detoxification; no more than 15% detoxification readmissions within 30 days; and percent of persons receiving state-contracted service event records which have matching initial (applicable purposes) admission records in the Substance Abuse and Mental Health Information Systems (SAMHIS) will be at least 100%.
The increased funding amount of $376,932, includes: $314,110 for delivery of services; $62,822 in "uncompensated units"; requires $41,881 in matching funds, and; funding for BARC services to address the opioid crisis. BBHC will be required to pay $4,191,591 subject to the delivery of services, and the remaining $838,318 represents "Uncompensated Units Reimbursement Funds", which BBHC, at its sole discretion and subject to the availability of funds, may pay Broward County in whole or in part, or not at all. The increase requires an additional $41,881 for a total of $497,631 in local matching funds.
BARC recently increased capacity at its detoxification facility. In light of this, an increase in the grant-funded personnel cap by four full-time employees within the BBHC Substance Abuse and Mental Health Grant Fund is necessary. BARC will be adding three Substance Abuse Case Workers and one Behavioral Health Clinician, subject to grant funding.
The Amendment is in BBHC's format, thus BBHC will sign last following approval by the Board of County Commissioners. This Amendment has been reviewed and approved by The Office of the County Attorney.
