PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMENDS APPROVAL.
This item supports the Board of County Commissioners' Value of "cooperatively delivering an efficient and accessible regional intermodal transportation network" with the Goal of supporting "the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses."
Dr. Martin Luther King Jr. Boulevard from NW 31st Avenue to Powerline Road is under the jurisdiction of the City of Pompano Beach. Recently, the City designed and constructed improvements to this road segment. As part of the improvement project, the City performed traffic studies which concluded that a new traffic signal is warranted, in accordance with the Manual of Uniform Traffic Control Devices, at the intersection of Dr. Martin Luther King Jr. Boulevard and NW 27th Avenue. Broward County has reviewed the traffic studies and concurred with the conclusion.
Under Broward County’s Traffic Engineering Agreement with the City, Broward County is responsible for the installation of the new traffic signal. The City has requested that it be given the responsibility for design and construction of the traffic signal. Its design engineer for the road improvement project has full knowledge of the project and site conditions and is available to expeditiously perform the design. Under the proposed Agreement, the City will be responsible for the design, construction and inspection of the signalized intersection improvements and the County will reimburse the City up to a maximum amount of $603,570 for the work. Upon completion, Broward County will own and maintain the traffic signal.
The draft agreement has been reviewed and approved as to form by the Office of the County Attorney and the Risk Management Division.
This agreement will be on the City of Pompano Beach's Board meeting agenda for approval on March 26, 2019. Once signatures from the City and the County Attorney's Office have been obtained, the Board of County Commissioners will be notified prior to the March 28, 2019 Board of County Commissioners' Meeting.
