Summary Explanation/Background
On August 14, 2018, the Board approved an Interlocal Agreement Regarding the City of Pompano Beach Community Redevelopment Agency between Broward County, the City of Pompano Beach, the Pompano Beach Community Redevelopment Agency, the North Broward Hospital District, and the Children’s Services Council of Broward County (“Interlocal Agreement”).

The Interlocal Agreement provided a mechanism for the County, the City of Pompano Beach (“City”), and the Pompano Beach Community Redevelopment Agency (“CRA”) to collaboratively address persistent slum and blight in the residential district of the CRA, while also settling the then-pending litigation, Pompano Beach Community Redevelopment Agency, et al. v. Broward County, 17th Judicial Circuit Court Case No. 14-009654 (18).

The Interlocal Agreement requires the County to expend $10 million (the funds must be fully expended or encumbered by December 31, 2025) to fund certain projects to address slum and blight in the residential areas of the Northwest District of the CRA. The projects are to be selected, funded, and controlled exclusively by the County. The Interlocal Agreement also requires the creation of a nine member Residential District Advisory Board to provide nonbinding recommendations to the County for proposed projects to be funded. Approval of this agenda item would result in the creation of the Residential District Advisory Board consistent with the requirements of the Interlocal Agreement.
