MOTION TO ADOPT Resolution No. 2019-112 directing the County Administrator to publish notice of a Public Hearing to be held on Tuesday, April 16, 2019 at 10:00 a.m., in Room 422 of the Governmental Center to consider adoption of a proposed Resolution, the title of which follows: (Commission District 2)

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, DESIGNATING THE KAYE STEVENS HOUSE (HOUSE NO. 1) A HISTORIC RESOURCE SITE; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

ACTION:  (T-10:30 AM)  Approved.

VOTE: 8-0.  Commissioner Sharief was not present.
Why Action is Necessary

Pursuant to Section 5-533 of the Code of Ordinances of Broward County, a written recommendation shall be forwarded to the Board of County Commissioners for approval, approval with conditions, or denial of the historic designation nomination, based upon the evidence presented at a public hearing before the Board.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT, THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION AND THE BROWARD COUNTY HISTORIC PRESERVATION BOARD RECOMMEND APPROVAL OF THE ABOVE MOTION.

On September 20, 2018, the Historic Preservation Board (HPB) recommended that the Kaye Stevens House (House No. 1) in Margate, Florida be designated as a historic resource under Section 5-533 of the Code of Ordinances, due to the site's association with 'First Lady of Margate,' Kaye Stevens. The site is consistent with the designation criteria contained in Subsections 5-533 (a)(2)a. and c. and Subsection 5-533(a)(4) of the Code of Ordinances. The site was Ms. Stevens' first home during the height of her career as a singer, entertainer and civic supporter. The property is located at 1624 East River Drive, within one of the first subdivision areas in the City of Margate.

The property is privately managed by a Trustee. Both the trust and Trustee were notified of the HPB hearing pursuant to the Code of Ordinances. The Planning and Development Management Division also corresponded several times with the site owner. The trustee did not provide written comments for or against the designation nor appear at the September 20, 2018 HPB meeting. However, the trustee did provide verbal acknowledgment of the property's pending designation when reached by telephone.

Ordinance No. 2014-32, approved by the Board in September of 2014, established a new regulatory framework for historic and archaeological preservation in Broward County. It also created a Historic Preservation Board to review developmental projects and to designate historic resources and archaeological sites. In July of 2016, Broward County received Certified Local Government (CLG) recognition for its historic preservation program and Historic Preservation Board by the State of Florida and the Federal Government. Among CLG compliance requirements is the designation and protection of important historic and archaeological sites. The City of Margate participates in the County's umbrella CLG designation.

If the Board sets a public hearing for this item, the Trustee and the City of Margate, as the local jurisdiction, will be provided notice of the hearing. The City of Margate provided comments indicating no objection and support for the historic resource designation of this site (Exhibit 5).
