THE PUBLIC WORKS DEPARTMENT / CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a cumulative County Business Enterprise (CBE) goal of 15% for the term of the Agreement. The vendor has committed to 51% CBE participation. Cartaya and Associates, P.A. has been paid $2,914 with $986 paid to CBE firms, yielding 33.8% participation to date. The proposed CBE participation for Work Authorization No. 03CMD is 60.8%.
On November 14, 2017 (Item No. 20), the Board of County Commissioners approved the Agreement between Broward County and Cartaya and Associates, P.A. for Architectural and Engineering Services for Works of a Specified Nature, Request for Proposal No. R2111778P1_1, for a not-to-exceed amount of $500,000 per year for two years from the date of the executed Agreement, with three, one-year renewals which may be executed under the authority of the Director of Purchasing for a total not-to-exceed five-year amount of $2,500,000. On February 22, 2019, the Contract Administrator approved the First Amendment to the Agreement to add Consulting Engineering Services, LLC, Paramount Consulting and Engineering, LLC and S&F Engineers, Inc. as subconsultants.
The proposed Work Authorization No. 03CMD provides pre-design services that include a full program development for the Courts and possibly other County agencies. Pre-design services include exploration and alternative building massing studies to develop the County-owned property.
Negotiation meetings for this Work Authorization were held on September 18, 2018 and December 13, 2018 and were attended by Broward County staff and representatives from Cartaya and Associates, P.A. As a result of the final negotiation meeting on December 13, 2018, Cartaya and Associates, P.A. submitted a final proposal, dated January 14, 2019.
This Work Authorization has been reviewed and approved as to form by the Office of the County Attorney. |
