MOTION TO ACCEPT nominations to appoint or reappoint members to various boards (four positions).

VOTE: 8-0.  Commissioner Sharief was not present.
Why Action is Necessary
Notifies County Commission of at-large positions that have gone through a full rotation or are placed on the at-large replacement list open to all Commissioners. This allows Commissioners to submit an agenda item at a future date nominating one or more individuals for appointment and or reappointment.

Summary Explanation/Background
At-Large board appointments are made available to County Commissioners according to the At-Large Board Rotation Procedures approved by the Broward County Commission.

The Intergovernmental Affairs/Boards Section maintains a comprehensive list of at-large advisory board positions. The list of available at-large board positions is provided to each Commissioner in a specific rotation order. The at-large rotation order was determined by a draw held at the June 5, 2001, County Commission meeting. During each Commissioner's turn, he or she may nominate an individual to one board. The board position will then be deleted from the rotation list and any positions that become available will be added. The rotation list is sent to the next Commissioner on the rotation. After an unfilled board position has completed a full rotation (available to each Commissioner), the board position is removed from the rotation list and added to the list of “At-large board positions available to all Commissioners,” thereby allowing any Commissioner to nominate one or more individuals to the board position.

The manner in which nominations are accepted to the School Oversight Committee was modified at the March 3, 2015 Commission meeting. At-Large Board appointments are made available to County Commissioners according to the At-Large Board Rotation Procedures approved by the Broward County Commission. In order to prevent extended vacancies of the five members appointed by the Board of County Commissioners, the School Oversight Committee vacancies will be placed on the at-large replacement list open to all Commissioners. School Oversight Committee members are appointed to a two-year term. Appointments will not be placed on the at-large rotation list but will be placed on the at-large replacement list open to all Commissioners when a term of a School Oversight Committee member is about to expire. At the September 13, 2018 Public Hearing, the Broward County Board of Commissioners approved Resolution 2018-410, which modified Section 12.24 of the Administrative Code. This measure modified the categorical membership on the Climate Change Task Force (CCTF) by creating new categories and making them mandatory. Currently the CCTF is comprised of 25 members - 20 members appointed by the County Commission (of which, four are currently vacant), and five appointed by outside entities in different categories.

This agenda item allows for all commissioners to become aware of the available at-large positions that are immediately placed on the at-large list available to all commissioners, or have gone through a full rotation (see Exhibit 1). Any one commissioner may nominate to appoint or reappoint individuals to the multiple positions listed in Exhibit 1. The Intergovernmental Affairs/Boards Section has reached out to the members whose term on the School Oversight Committee and Climate Change Task Force is expiring in the future to see if they would like to be reappointed. Staff has been informed that all three members of the School Oversight Committee would like to be reappointed. Staff has not yet heard back from the individual current serving on the Climate Change Task Force that would be impacted by this agenda item. Staff will inform the Commission via email, once we have that information.

After acceptance of this agenda item, a Commissioner wishing to appoint an individual to the board would submit a subsequent agenda item and resume of the individual to the Intergovernmental Affairs/Boards Section. The Intergovernmental Affairs/Boards Section submits the agenda item and resume to the County Attorney's Office for vetting. The County Attorney's Office sends a memo qualifying the individual to the commissioner's office. The Commissioner's office then submits the agenda item with the memo of qualification for full County Commission approval.

If more than one nomination is submitted for the same position, the County Commission votes to determine which individual will be appointed.
