Requested Action
MOTION TO APPROVE Fifth Amendment to Agreement between Broward County and Sagoma Construction Services, Inc., for continued administration of the County's Minor Home Repair program in the Broward Municipal Services District (BMSD) and non-entitlement cities ("Agreement") in the amount of $830,000 by adding $260,000 in State Housing Initiatives Partnerships (SHIP) funds and $570,000 in Community Development Block Grant (CDBG) funds; and authorizing the Mayor and Clerk to execute same.

What Action Accomplishes
This action allows Broward County to continue and complete minor home repair projects for approximately 26 homeowners in the BMSD and non-entitlement cities who applied for and were deemed income eligible for the Housing Finance and Community Redevelopment Division minor home repair program in 2017.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This items supports the Board's Value of "offering sustainable, compatible, innovative housing options for all income levels, including integrated supportive housing and rapid rehousing" and its corresponding goal   to "strengthen stakeholder partnerships to increase the availability of affordable housing of all types (e.g., rental, purchase, supportive, etc.) countywide, in every community."

On December 1, 2015, the Board approved an Agreement (Item No. 25) between Broward County and Sagoma, in the amount of $1,301,000 for a period of one year, providing for administration and funding for the Housing Finance and Community Redevelopment Division's Minor Home Repair and Water/Sewer Connection Programs.

Since the initial approval, the Board has approved four amendments to the Agreement with Sagoma, adding SHIP, CDBG, State Residential Construction Mitigation Program (RCMP) and Hurricane Loss Mitigation Program (HLMP) funds to the Agreement and extending the Agreement term until December 31, 2019. The current Agreement amount is $3,708,143, and the proposed Agreement amount would be increased to $4,538,143.

This Fifth Amendment increases the Agreement with Sagoma by $830,000 and will enable the County to continue to provide minor home repair services to homeowners in the BMSD and non-entitlement cities. These homeowners were certified income eligible for minor home repairs and hurricane hardening repairs consistent with the program. No contract extension is needed as all work is projected to be completed by December 31, 2019. This Fifth Amendment was reviewed and approved as to form by the Office of the County Attorney.

Sagoma's contractors are entirely local, small-sized construction enterprises, with many certified by the County's Economic and Small Business Development Office.

It should be noted that this will be the last amendment to this Agreement as the Division is currently advertising a new Request for Proposals (RFP) for minor home repair services.
