Requested Action
MOTION TO ADOPT budget Resolution No. 2019-110 with for the Broward County State Housing Initiatives Partnership (SHIP) Local Housing Assistance Trust Fund to appropriate revenue in the amount of $172,958 for Fiscal Year 2016/2017 for the purpose of recognizing Broward County SHIP Program Income, including appropriating revenue in the amount of $3,644 for Fiscal Year 2016/2017 for the purpose of recognizing City of Margate SHIP Program Income, for use in the SHIP Program; and authorizing the County Administrator to take the necessary administrative and budgetary actions to implement same.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s vision of offering sustainable, compatible, innovative housing options for all income levels, including integrated supportive housing and rapid-rehousing: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Strengthen stakeholder partnerships to increase the availability of affordable housing options of all types (e.g. rental, purchase, supportive, etc.), county-wide, in every community; and Goal 3: Develop, through effective community collaboration, neighborhoods and communities incorporating intermodal connectivity, while integrating energy efficiency, community resilience, and other livability standards and initiatives.

The funds being recognized in the amount of $172,958 were derived from SHIP Program Income generated from July 1, 2016 through June 30, 2017. SHIP Program Income is generated from the interest earned on the balance in the SHIP Affordable Housing Trust Fund account, repayment of second mortgage loans, and from SHIP Program assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms. The funds will be made available for use in the SHIP Program Home Repair strategy. The SHIP funds awarded to recipients will be used to provide home repair up to a maximum amount of $40,000 for each qualified homeowner. These funds will assist a minimum of four homeowners. Five percent (5%) or $8,648 of the funding is allocated for SHIP Program administration.

The City of Margate sent the County a check in the amount of $3,644 in Program Income for Fiscal Year 2016/2017. Since the inception of the partnership between the County and the City of Margate, the City has instructed the County to use all of its SHIP funds for home repair assistance. The $3,644, which is included as part of the overall total of $172,958, will be added to the City's home repair program.
