THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
MOTION A:
The Office of Economic and Small Business Development established a County Business Enterprise (CBE) Reserve for the Broward County Fort Lauderdale-Hollywood International Airport Rental Car Center and a CBE participation goal of 35% for the Broward County Fort Lauderdale-Hollywood International Airport Terminals 1, 2, 3, 4 and the Airport Operations Control Center for this solicitation (Exhibit 2).
The contracts resulting from this solicitation are subject to the Broward County Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to engage the services of qualified firms to provide janitorial services to the Broward County Fort Lauderdale-Hollywood International Airport terminals, Airport Operations Control Center (AOCC) and Rental Car Center (RCC) for basic cleaning of facilities' restrooms and floors, including cleaning supplies, paper products, pressure cleaning, windows, air quality, emergencies, additional services needed and cost pass-thru items as outlined in the Request for Proposals (RFP) (Exhibit 1).
The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for the ranking of firms based upon the minimum qualifications. This process provides the County with contracts from firms that are qualified and offers the best-negotiated price.
This procurement method will result in the award of two contracts for janitorial services, Contract 1 for the RCC and Contract 2 for Terminals 1, 2, 3, 4 and the AOCC. The County shall award each contract separately.
A Pre-Advertisement Meeting was held on December 20, 2018. All registered janitorial and custodial services vendors were notified by the Office of Economic and Small Business Development of the scheduled meeting. The meeting was held to alert the vendor community of the County's plan to advertise a RFP for janitorial services at the Broward County Fort Lauderdale-Hollywood International Airport and Rental Car Center and to respond to any vendor feedback.
In accordance with the Living Wage Ordinance, Section 26-101 (k), as amended, these services are subject to the Living Wage.
MOTIONS B and C:
These actions amend the existing Agreements No. R1073611P1 (Group 1) and No. R1073611P2 (Group 2), for Janitorial Services at the Broward County Fort Lauderdale-Hollywood International Airport to provide for an extension with a commencement date of April 1, 2019 through September 30, 2019. These amendments are being submitted by the Aviation Department consistent with current practice.
The Office of Economic and Small Business Development (OESBD) established a 25% County Business Enterprise (CBE) goal for these two agreements. Sunshine Cleaning Systems, Inc. (Sunshine) has committed to achieving a 35% CBE participation goal for Contract No. R1073611P1, Group 1. To date, Sunshine has been paid $23,484,587 and has paid CBE firms $8,321,906 for a 35.44% participation. For Contract No. R1073611P2, Group 2, Sunshine committed to achieving a 25% CBE participation goal. To date, Sunshine has been paid $33,975,780 and has paid CBE firms $8,695,436 for a 25.59% participation.
Both Agreements for Groups 1 and 2 expire on March 31, 2019. The proposed Second Amendments extend the term of the Agreements for a period of six months to allow time to complete the competitive solicitation. The proposed Second Amendments provide an increase to address the cost to Sunshine resulting from the amended Living Wage Ordinance hourly rates and for additional cost increases for supplies due to a larger amount of passengers at the Broward County Fort Lauderdale-Hollywood International Airport.
At time of submission of this Board action, the proposed Second Amendments had not been executed. The signature pages for both amendments will be submitted to the Board prior to its consideration of these actions. The proposed Second Amendments to the Agreements have been reviewed and approved as to form by the Office of the County Attorney.
