MOTION TO ADOPT Resolution, the title of which is as follows: (Mayor Bogen)
 
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, SUPPORTING HOUSE BILL 1091 AND SENATE BILL 1450, WHICH SEEK TO STRIP RETIRED DEPUTY SCOT PETERSON OF RETIREMENT BENEFITS UNDER THE FLORIDA RETIREMENT SYSTEM DUE TO HIS WANTON AND WILLFUL NEGLECT IN CONNECTION WITH THE MARJORY STONEMAN DOUGLAS TRAGEDY; DIRECTING THE COUNTY ADMINISTRATOR TO TRANSMIT COPIES OF THIS RESOLUTION TO ALL STATE LEGISLATORS REPRESENTING BROWARD COUNTY RESIDENTS; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Summary Explanation/Background
On February 14, 2018, Deputy Scot Peterson of the Broward County Sheriff's Office was the only school resource officer assigned to Marjory Stoneman Douglas High School. Despite the fact that he was trained on active shooter response and knew the appropriate response was to call for a Code Red response and to seek out the shooter, Deputy Scot Peterson failed to act consistently with his training and instead fled to a position of personal safety while the gunman shot and killed Marjory Stoneman Douglas High School students and staff. Deputy Scot Peterson was in a position to engage the gunman and mitigate further harm to others, and he decided not to do so.
 
House Bill 1091 and Senate Bill 1450 seek to strip Deputy Scot Peterson of his retirement benefits (other than the return of accumulated contributions) under the Florida Retirement System. This agenda item would urge passage of that legislation.
