MOTION TO ADOPT Resolution No. 2019-083 directing the County Administrator to publish Notice of Public Hearing to be held on Thursday, March 28, 2019, at 10:00 a.m., in Room 422 of the Governmental Center to consider adoption of a proposed Resolution Amending the Broward County Administrative Code, the title of which is as follows:
 
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, AMENDING SECTIONS 12.138 THROUGH 12.141 OF THE BROWARD COUNTY ADMINISTRATIVE CODE; CREATING A RESIDENTIAL DISTRICT ADVISORY BOARD (“ADVISORY BOARD”); PROVIDING FOR THE PURPOSE, MEMBERSHIP, TERMS, AND DUTIES OF THE ADVISORY BOARD; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Summary Explanation/Background
On August 14, 2018, the Board approved an Interlocal Agreement Regarding the City of Pompano Beach Community Redevelopment Agency between Broward County, the City of Pompano Beach, the Pompano Beach Community Redevelopment Agency, the North Broward Hospital District, and the Children’s Services Council of Broward County (“Interlocal Agreement”).

The Interlocal Agreement provided a mechanism for the County, the City of Pompano Beach (“City”), and the Pompano Beach Community Redevelopment Agency (“CRA”) to collaboratively address persistent slum and blight in the residential district of the CRA, while also settling the then-pending litigation, Pompano Beach Community Redevelopment Agency, et al. v. Broward County, 17th Judicial Circuit Court Case No. 14-009654 (18). 
 
The Interlocal Agreement requires the County to expend $10 million (the funds must be fully expended or encumbered by December 31, 2025) to fund certain projects to address slum and blight in the residential areas of the Northwest District of the CRA. The projects are to be selected, funded, and controlled exclusively by the County. The Interlocal Agreement also requires the creation of a nine (9) member Residential District Advisory Board to provide nonbinding recommendations to the County for proposed projects to be funded. This agenda item would result in the setting of a public hearing that would create the Residential District Advisory Board consistent with the requirements of the Interlocal Agreement.
