MOTION TO ADOPT Resolution No. 2019-076 the title of which is as follows: (Commissioner Fisher)
 
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, SUPPORTING SENATE BILL 446 AND HOUSE BILL 325, WHICH SEEK TO REVISE THE CRITERIA FOR ASSIGNING FUNDING TO BEACH MANAGEMENT AND EROSION CONTROL PROJECTS AND REVISE THE RANKING CRITERIA USED TO FUND CERTAIN INLET MANAGEMENT PROJECTS; DIRECTING THE COUNTY'S INTERGOVERNMENTAL AFFAIRS AND BOARDS SECTION TO ADVOCATE FOR THE PASSAGE OF SENATE BILL 446 AND HOUSE BILL 325; DIRECTING THE COUNTY ADMINISTRATOR TO TRANSMIT COPIES OF THIS RESOLUTION TO ALL STATE LEGISLATORS REPRESENTING BROWARD COUNTY RESIDENTS; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Summary Explanation/Background
Beaches are pivotal to the economy and tourism industry of Broward County. Recent studies have shown that there are approximately 411.2 miles of critically eroded beaches and 8.7 miles of critically eroded inlet shorelines in the State of Florida.  Senate Bill 446 and House Bill 325 seek to protect Florida's beaches by revising the criteria the Department of Environmental Protection ("DEP") must consider in determining and assigning annual funding priorities for beach management and erosion control projects. Both bills seek to revise the ranking criteria to be used by DEP to establish funding priorities for certain projects.

Through this Resolution, the Board directs the Intergovernmental Affairs and Boards Section to advocate, as part of the County's legislative agenda, for the passage of Senate Bill 446 and House Bill 325 and directs the County Administrator to transmit a copy of this Resolution to all Florida legislators representing Broward County residents.
