THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Office of Economic and Small Business Development (“OESBD”) established a Disadvantaged Business Enterprise (“DBE”) goal of 23% for this project. General Asphalt Co., Inc. committed to a 24.03% DBE participation goal, which has been reviewed and approved by OESBD (Exhibit 2).
This action provides for the construction contract for the rehabilitation of the North airfield pavements and EMAS beds at FLL. The North Runway 10L-28R (North Runway), which is the primary runway at FLL, was originally constructed around 1943 and its last rehabilitation occurred in 2004. The Broward County Aviation Department (BCAD) is required to keep the North Runway in good operational condition to comply with Federal Aviation Administration (FAA) standards and requirements. During the construction of the South Runway, the North Runway handled 100% of FLL traffic for about approximately 18 months.
The project comprises the reconstruction of the North Runway with the replacement of the keel section with concrete, the rehabilitation of all the Taxiway connectors, the replacement of the EMAS Beds, the reconstruction of Taxiway “B West”, the rehabilitation of Taxiway “A West”, the relocation of Taxiways “D” and “T2”, miscellaneous drainage improvements, electrical and signage systems upgrades, and miscellaneous FAA Navigation Aids (NAVAIDS) and other facility repairs. As part of the project, the EMAS beds will be replaced to enhance safety on the airfield. The East end bed will be extended to meet current FAA standards, compliant with Runway Safety Area requirements. The existing EMAS beds were installed in 2004 and have reached their life expectancy. The work on the North Runway requires its closure for a period not to exceed 120 days.
The contract includes Liquidated Damages for each calendar day after time specified for individual phases, as well as for each calendar day after time specified for Final Completion (Exhibit 5, Article 40). The contract also includes Incentive Completion Bonus, in a total amount not to exceed $1,500,000, for the early completion of Phase 3 A/B/C, which may be earned by the Contractor only as set forth in the Agreement (Exhibit 5, Article 40). The County will pay the Contractor the amount of $75,000 for each calendar day, up to a maximum of 20 days, the date of achieving the Substantial Completion of Phase 3 A/B/C and the authorized approved reopening of Runway 10L-28R for flight activity precedes the Incentive Completion Date.
This procurement carries a 100% performance and payment guaranty. The Purchasing Division confirmed with the surety company that General Asphalt Co., Inc. has the capacity to obtain the required guaranty.
The allowances incorporated into this contract in the amount of $175,000 is required for permitting fees and regulatory agency fees. Expenditures under this allowance item must be approved by the contract administrator and will be reimbursed at the contractor’s actual cost without mark-up.
BCAD has reviewed the bid submitted by General Asphalt Co., Inc. and concurs with the recommendation for award (Exhibit 3). Three vendor performance evaluations have been completed for General Asphalt Co., Inc. with an overall rating of 4.05 out of a possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.
There were no protests or appeals filed regarding this procurement.
On February 4, 2019, the Low Bid Report Number 9 included the referenced award and was submitted to the Board of County Commissioners. A Commissioner requested award to be submitted to the Board.
The bid was posted on October 16, 2018, and opened on December 19, 2018; three bids were received with one declination (Exhibit 1).
