Requested Action
MOTION TO APPROVE transfer of funds within the Transit Capital Grant Fund in the total amount of $27,141,567 to fund the purchase of fixed-route buses; and authorize the County Administrator to take any necessary administrative and budgetary actions to facilitate the transfer.

Why Action is Necessary

Board of County Commissioners’ approval is required to increase a capital project budget over 5% and change the scope of the project as previously approved.

Amends the budget within the Transit Capital Grant Funds to provide funding for the purchase of transit fixed route buses in accordance with FTA grant processes.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Transit Division (BCT) receives annual formula grants from the Federal Transit Administration (FTA) for transit capital assistance which range between $22M and $25M per year. For formal compliance with the County processes, staff is requesting approval to amend the budgets within the Transit Capital Grant Funds for the purchase of transit fixed route buses.

The Transit Division is reallocating remaining budgeted funds from projects that have either been completed, funded with alternate sources of funding or programmed in newer grant years. The transfers affecting specific grant years are as follows within the Transit Capital Grant Fund 39000:

2012 Formula Grant    $ 4,163,881
2013 Formula Grant    $ 1,329,780
2014 Formula Grant    $ 2,240,135
2015 Formula Grant    $12,519,641
2016 Formula Grant    $ 1,598,672
2017 Formula Grant    $ 1,764,798

These budget transfers will allow staff to expedite the use of older FTA grants for current projects such as the bus procurement, which is a grant management policy that the FTA has supported and encouraged.
