Requested Action
A. MOTION TO APPROVE Agreement between the Florida Department of Juvenile Justice (DJJ) and Broward County effective upon execution of the Agreement through June 30, 2019, in the amount of $100,000 to provide anti-gun violence prevention and intervention services to youth who are involved, or at-risk of becoming involved, in the juvenile justice system; authorizing the Mayor and Clerk to execute the Agreement; authorizing the County Administrator to execute amendments to the Agreement  subject to (i) approval by the Office of the County Attorney, and (ii) not to exceed total funding amount of  $110,000; authorizing the County Administrator to execute renewal documents subject to approval by the Office of the County Attorney; and authorizing the County Administrator to take any necessary budgetary and administrative actions to implement the Agreement.

B. MOTION TO ADOPT budget Resolution No. 2019-072 in the Crisis Intervention Fund to appropriate revenue in the amount of $100,000 for State Fiscal Year 2018-2019 to deliver anti-gun violence prevention and intervention services to youth.

Why Action is Necessary
Broward County Administrative Code, Section 20.31.b.3 requires Board approval prior to receipt of funding from external agencies. Furthermore, Florida Statutes Chapter 129.06.(2)(d) requires Board approval to provide for revenue.
What Action Accomplishes
Approval enables the Crisis Intervention Services Division (CISD) to provide anti-gun violence prevention and intervention services to youth ages 12 to 17 who are involved, or at-risk of becoming involved, in the juvenile justice system.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This action supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and the Goals to "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports" and "Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent supportive housing for persons experiencing, or at risk of homelessness." Collaboration  and funding from DJJ allows the CISD's Justice Services Section to deliver anti-gun violence prevention and intervention services to youth through the weSpeak Broward County Youth Against Gun Violence program.

The DJJ notified the County of the award on September 28, 2018. Contract negotiations with the funder commenced immediately and were concluded on January 7, 2019.

This is a new grant award and payment will be based upon submittal of monthly cost reimbursement invoices. The Justice Services Section will provide eligible youth with an Anti- Gun Violence Youth Camp and Youth Empowerment Groups. The goal of these prevention services is to divert youth who pose no real threat to public safety from becoming involved in the juvenile justice system. Furthermore, services will provide youth and their families with positive alternatives for delinquent behavior. Lastly, the Agreement will fund Gun Safety Education through Question and Answer Sessions with Law Enforcement Agencies at various locations throughout the County to educate community stakeholders about gun safety. The performance outcome for this grant requires 100% of the participating youth enrolled to successfully complete the program. 

The Agreement is in the DJJ's format and has been reviewed and approved as to form by the Office of the County Attorney. DJJ will sign following Board approval.

Fiscal Impact/Cost Summary:
Funding for this Agreement is provided by DJJ and does not require County funds. The services will be terminated in the event future funding is not secured.
