THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/FLEET SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program, or assign County Business Enterprise participation goals based on the review of products requested (Exhibit 1).
The Fleet Services Division is seeking to piggyback off the Florida Sheriffs Association Contract No. FSA18-VEH.16.0, Cabs & Chassis Trucks and Heavy Equipment, to establish a contractual mechanism to obtain multiple sources to provide for the purchase of replacement and newly required medium/heavy trucks and equipment (Exhibit 2).
The Florida Sheriffs Association contract was competitively bid and is currently in effect from October 1, 2018 through September 30, 2019 with the option to renew for two one-year periods. The purpose of the contract is to provide utility vehicles, trucks and vans from motor vehicle manufacturers and dealers/certified representatives. The contract was awarded to the vendors by specification, manufacturer and zone. Add/delete options, which allow agencies to tailor the vehicle to their particular needs, were included in the solicitation along with a percentage discount off manufacturer’s current published retail prices for non-specified options and optional models (Exhibit 3, 4).
The Purchasing Agent and the Fleet Services Division have determined that the utilization of Contract No. FSA18-VEH.16.0, Cabs & Chassis Trucks and Heavy Equipment, will allow for the County to benefit from economical pricing and reduction in delivery time. Utilization of this contract will also allow the County the ability to take advantage of lower costs available through competitive pricing based on large volume discounts and economies of scales, while reducing administrative costs of project solicitation.
The Purchasing Agent and the Fleet Services Division have reviewed the contract and determined the prices to be fair and reasonable in comparison to other cooperative agreement and state contracts (Exhibit 5).
