Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE INTERGOVERNMENTAL AFFAIRS/BOARDS SECTION OF COUNTY ADMINISTRATION RECOMMEND APPROVAL OF THE ABOVE MOTION.

On September 11, 2012, the Board created the Central County Community Advisory Board (CCCAB) with membership from the four neighborhoods comprising the Central County Community. Four of the members are the presidents of the recognized neighborhood associations - the Boulevard Gardens Homeowner’s Association, Friends of Franklin Park, Roosevelt Gardens Homeowner’s Association and Washington Park Civic Association.

The enacting Resolution provides for four residents to serve as members of the CCCAB. A single resident from each of the four neighborhoods may be appointed to the CCCAB. The Resolution also provides for a resident to serve on the CCCAB if the President or the Vice-President of the neighborhood association is not willing to serve or was removed by the Board. The Intergovernmental Affairs and Boards Section, in cooperation with the Environmental Protection and Growth Management Department (EPGM), developed an application for submission by residents desiring appointment to the CCCAB. Applications are distributed to the neighborhood associations' meeting places when a vacancy occurs.

Mr. Howard Kaplan is a Roosevelt Gardens resident. His application was reviewed by the County Attorney's Office and he qualifies to serve on the CCCAB.  Pursuant to Section 12.241(b) of the Administrative Code, it is staff's understanding that the President and Vice-President of Roosevelt Gardens are not willing to serve on the CCCAB making Mr. Kaplan eligible to serve in the category of "President of Homeowner or Civic Association;Roosevelt Gardens".
