MOTION TO APPROVE nominations for appointments of Dr. John Cunha, Chief Julie Downey, Danielle Fuller, Chief Joel Gordon, Chief Bruce Caruso, and Stephen Parr to the Broward Regional Emergency Medical Services (EMS) Council.

ACTION:  (T-10:55 AM)  Approved.  

VOTE: 9-0.  Commissioner Geller voted in the affirmative telephonically.
Why Action is Necessary
Broward County Code of Ordinances, Chapter 15-74 states vacancies, appointments and reappointments in the membership for the Broward Regional EMS Council, an advisory board to the County Commissioners, shall be filled in the same manner provided for in the original appointment. As such, a name for each category/organization shall be submitted to the Board of County Commissioners for consideration as an appointment to the Broward Regional EMS Council.

This action allows the Board of County Commissioners to reappoint/appoint individual to the positions: Hospitals: Nonprofit/Proprietary; Transport: Municipal Fire; Transport: Aircraft; ALS: Municipal Provider; ALS: County Provider; and ALS: Private Provider.

Summary Explanation/Background
THE BROWARD REGIONAL EMERGENCY MEDICAL SERVICES (EMS) COUNCIL, THROUGH THE OFFICE OF MEDICAL EXAMINER AND TRAUMA SERVICES, RECOMMENDS APPROVAL.

The Broward Regional EMS Council makes recommendations to the Board on issues concerning the delivery of emergency and nonemergency care and transportation to the citizens and visitors of Broward County.

Each member of the Council represents a specific category based upon expertise within a given area. The County Commission appoints Council members and each serves for a four-year term, or through the expiration of vacant position's term, at the pleasure of the Board of County Commissioners.

The Broward Regional EMS Council met on January 10, 2019, and approved forwarding the following nomination for appointments:
  • Dr. John Cunha, representing Hospitals: Nonprofit/Proprietary (2/12/2019-2/12/2023) 
  • Chief Julie Downey, representing Transport: Municipal Fire (2/12/2019-2/12/2023)
  • Chief Danielle Fuller, representing Transport: Aircraft (2/12/2019-2/12/2023)
  • Chief Joel Gordon, representing ALS: Municipal Provider (2/12/2019-2/12/2023)
  • Chief Bruce Caruso, representing ALS: County Provider (2/12/2019-2/12/2023)
  • Stephen Parr, representing ALS: Private Provider (2/12/2019-2/12/2023) 
Qualifications for appointments have been reviewed and are on file with the Office of Medical Examiner and Trauma Services.
