Requested Action

A. MOTION TO APPROVE Agreement between Broward County and the Florida Network of Children's Advocacy Centers  (FNCAC), Inc. for proceeds from the sale of the "Stop Child Abuse" License Plate and Voluntary Contribution Programs to fund child abuse prevention and intervention services at the Nancy J. Cotterman Center (NJCC), in the amount of $8,595, from the date of execution of the Agreement to June 30, 2019; authorizing the Mayor and Clerk to execute same; authorizing the County Administrator to execute amendments to the Agreement that do not increase the total funding amount above $9,455, subject to approval of the same by the Office of the County Attorney; authorizing the County Administrator to execute renewal options subject to approval of the same by the Office of the County Attorney; and authorizing the County Administrator to take any necessary budgetary and administrative actions needed to implement the Agreement.

ACTION:  (T-10:55 AM)  Approved.  

VOTE: 9-0.  Commissioner Geller voted in the affirmative telephonically.


B. MOTION TO ADOPT budget Resolution No. 2019-045 within the Specialty License Plate Fund to appropriate revenue in the amount of $8,595 for Fiscal Year 2018-2019 with the FNCAC to deliver prevention and intervention services to child victims of sexual and physical abuse.

ACTION:  (T-10:55 AM)  Approved.  

VOTE: 9-0.  Commissioner Geller voted in the affirmative telephonically.

Why Action is Necessary
Broward County Administrative Code, Section 20.31.b.3 requires Board approval prior to the receipt of funding from external agencies. Furthermore, Florida Statutes Chapter 129.06.(2)(d) requires Board approval to provide for revenue.
What Action Accomplishes
Approval of motions A-B enables the NJCC to provide prevention and intervention services to child victims of sexual and physical abuse.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
 
This action supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable" and the Goals to "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports" and "Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems. . ." Collaboration with, and funding from, FNCAC facilitates the delivery of direct services to child victims of sexual violence and abuse.

The FNCAC notified NJCC of the License Plate and Voluntary Contribution Program award of non-competitive grant funding, on October 26, 2018.  The final version of the Agreement was received from the funder on December 27, 2018. Services have yet to be provided, as the funding will be awarded upon execution of the contract.

Section 320.08058, Florida Statutes, provides for the Stop Child Abuse License Plates to incur a special annual fee of $25 which is distributed to the Children's Home Society of Florida and the FNCACs. Since 2010, FNCAC has distributed their portion of the funds to accredited Children's Advocacy Centers, such as the NJCC.

The performance measures include reporting on the type of prevention or intervention services provided and the number of children receiving those services. The measures are to be reported bi-annually.

The Agreement is in the FNCAC's format and has been reviewed and approved as to form by the Office of the County Attorney. FNCAC will sign last following Board approval.

Fiscal Impact/Cost Summary:
Funding for this Agreement is provided by the FNCAC and does not require County funds. Services will be terminated in the event future funding is discontinued.
