MOTION TO APPROVE First Amendment to Work Authorization No. CTA 13-09 under the Agreement between Broward County and Craven, Thompson & Associates, Inc. for Continuing Engineering Services for Water Distribution, Wastewater Collection, and Storm Water Collection Systems to provide deliberately-phased engineering services during construction for Master Pump Station 224, in the amount of $203,552 which includes $110,163 maximum not-to-exceed cost, $88,389 lump sum cost, and $5,000 reimbursable cost, with an increase in time for performance of 420 calendar days, resulting in a revised Work Authorization total of $481,672 and revised time for performance of 785 non-consecutive calendar days; and authorize the Mayor and Clerk to execute same. VOTE: 8-0.  Commissioner Geller voted in the affirmative telephonically.  Commissioner Udine abstained from voting, and was out of the room during the vote.

Board of County Commissioners’ approval is required for Amendments to Work Authorizations exceeding the approval authority of the Director of Purchasing, in accordance with the Broward County Procurement Code, Section 21.31.b.2.

Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal for this Agreement of 25%. Craven, Thompson & Associates, Inc. committed to a 25% CBE participation. Professional consultant services under this Agreement are performed through the issuance of Work Authorizations and CBE participation goals apply to the cumulative total value of the Agreement. Craven, Thompson & Associates, Inc. has identified 51% CBE participation goal for this First Amendment. As of October 2018, Craven, Thompson & Associates, Inc. has been paid $1,594,585 with the CBE receiving $567,110, yielding 36% participation.

On December 3, 2013, (Item No. 18), the Board of County Commissioners approved an Agreement between Broward County and Craven, Thompson & Associates, Inc. for Continuing Services for Water Distribution, Wastewater Collection, and Storm Water Collection Systems RLI No. R1025211R1 (Exhibit 1) for Water and Wastewater Services in a not-to-exceed amount of $1,000,000 per year for two years from the date of the executed Agreement, with three one-year extensions which may be executed under the authority of the Director of Purchasing. As of July 2018, 41 Work Authorizations have been approved for a current agreement value of $2,849,977.

On January 5, 2016, (Item No. 7), the Board of County Commissioners approved Work Authorization No. CTA 13-09 (Exhibit 2) which provided for professional engineering design services for Master Pump Station 224 rehabilitation.

This First Amendment to Work Authorization No. CTA-09 (Exhibit 3) for this deliberately-phased project provides for engineering services during construction for Master Pump Station 224 rehabilitation.

This First Amendment was negotiated in Sunshine meetings held on July 31, 2018 and August 16, 2018, attended by representatives from Craven, Thompson & Associates, Inc. and County staff. This Amendment was reviewed and approved as to form by the Office of the County Attorney and Risk Management Division.
