THE HUMAN SERVICES DEPARTMENT AND THE FAMILY SUCCESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Commission Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Goal to “Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent supportive housing for persons experiencing, or at risk of, homelessness.” This action will ensure the most effective and efficient use of resources to address the needs of individuals previously residing in the downtown Fort Lauderdale homeless encampment.
Retroactive approval of the MOU is sought to coincide with the start date of the Home for the Holidays Campaign to house individuals previously residing at the encampment at the Main Library Plaza.
The First Amendment to Agreement No. 17-CP-HIP-8264-01 between Broward County and Broward County Housing Authority (BCHA) for Shelter Plus Care 18 Unit Expansion, was approved by the Board on November 27, 2018 (Item No. 6A). The amendment added Program 2 which provides additional funding for rental assistance to homeless individuals and families for permanent housing units throughout Broward County and priority is provided to those individuals formerly residing in the Downtown Fort Lauderdale encampment. The First Amendment also requires that BCHA collaborate with the Family Success Administration Division (FSAD) for provision of case management to Program 2 clients. The agencies have informally agreed to their respective responsibilities and this MOU seeks to memorialize the arrangement.
The Office of the County Attorney has approved this MOU as to form. The document is in BCHA’s format, thus they will sign last, following Board approval. |
