MOTION TO APPROVE Work Authorization No. 09 in accordance with the Agreement between Broward County and Saltz Michelson Architects, Inc. for consultant services for New Facilities for the Human Services Department: for the Broward Addiction Recovery Center Central (BARC) and the Nancy J. Cotterman Sexual Assault Treatment Center (NJCC), RLI No. R0930411R1, to retroactively approve additional optional services for the BARC Central project in the amount of $112,301 due to extended construction administration time for a total of 165 calendar days related to BARC Central project, and authorize the Mayor and Clerk to execute the same. (Commission Districts 4 and 7)

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT AND CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
 
The Public Works Department and the Office of Economic and Small Business Development established a 20% Community Business Enterprise (CBE) participation goal for this Agreement. Saltz Michelson Architects, Inc. committed to  20% participation. To date, Saltz Michelson Architects, Inc., has been paid $1,598,514 in fees eligible for CBE participation with CBE firms receiving $265,907, yielding an interim achievement of 17% participation.
 
On October 23, 2012, (Item No. 31), the Board of County Commissioners approved the Agreement between Broward County and Saltz Michelson Architects, Inc., for architectural and engineering services for the Broward Addiction Recovery Center (BARC) and the Nancy J. Cotterman Center (NJCC). Initially the two facilities were to be co-located in a campus setting in the City of Fort Lauderdale and preliminary designs were completed for both facilities and submitted for site-plan review. The City restricted the construction to one human services facility on the site and BARC Central facility was constructed at that location.

On September 1, 2015, the Director of Purchasing approved the First Amendment to the Agreement to revise compensation to increase Basic Services by $139,353 from $1,721,497 to $1,860,850 and the Optional Services by $100,00 from $315,000 to $415,000, to allow for the redesign of the BARC Central facility and for removing the Nancy J Cotterman Center from the site, per requirements of the City of Fort Lauderdale.

On April 18, 2016, the Director of Purchasing approved the Second Amendment to the Agreement to allocate compensation between the two projects, Broward Addiction Recovery Center (BARC) and the Nancy J. Cotterman Sexual Assault Treatment Center.
 
On December 3, 2018, a negotiation meeting for Work Authorization No. 9 was held for additional contract administration services due to extended construction time resulting from delays from the jurisdiction authority providing building inspections of a bi-directional antenna system installation, coordination with the Fire Marshal, and weather related delays (Hurricane Irma). The meeting was attended by representatives of Saltz Michelson Architects, Inc. and Broward County staff.
