Requested Action
MOTION TO AUTHORIZE County Administrator to enter into Interlocal Agreement for Cooperative Fire, Rescue, Emergency Medical Services, Special Operations and Emergency/Disaster Relief Response through Mutual Aid, Automatic Aid and Closest Unit Response in substantially the form attached as Exhibit 1, subject to review and approval by the Office of the County Attorney, to permit the parties to the agreement to provide services and facilities in a manner most consistent with the geographic, economic, demographic and other factors influencing their respective needs and the development of their respective and joint communities. Any such agreements that are entered into by the County Administrator will be presented to the Board for ratification.

Why Action is Necessary
Authorizes the County Administrator to execute agreements that may be necessary or appropriate to implement and Automatic Aid agreement between the County, the Broward Sheriff’s Office and Participating Municipalities.

Summary Explanation/Background
In 2002, Broward County voters amended the Charter to require the County, in cooperation with municipalities, to establish a countywide communications infrastructure for fire rescue services and provide funding for the communications infrastructure. One of the objectives of this Charter provision is to facilitate the establishment of a countywide Closest Unit Response capability.

In 2012, the Broward County Board of County Commissioner directed Administration to develop an implementation plan for cooperative consolidated dispatch with the goals of improved service and safety for residents, the establishment of consistent performance metrics, the elimination of delays in the transfer of emergency calls, the employment of the best technology available to expedite emergency response and the facilitation of closest unit response. Thru collaborative efforts with the Fire Chief's Association of Broward County, a framework has been established, and the program will be ready to commence in 2Q 2019.
