REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS AND GRANTS ADMINISTRATION RECOMMEND APPROVAL OF MOTIONS A, B, and C.
At the request of the SBBC, Broward County applied for the U.S. Department of Justice, Community Oriented Policing Services (COPS), School Violence Prevention Program (SVPP), because Department of Justice rules only permit units of local government to apply and receive such grant funds. However, the Department of Justice does allow grantees to sub-award the Grant to local educational agencies, such as the SBBC.
The Grant was executed and accepted online November 29, 2018 by the County CFO, George Tablack. This Grant provides $465,994 in funds, to be sub-awarded in its entirety to the School Board of Broward County (SBBC), for the purchase of analytic cameras to monitor high school and combination school campus areas, enhance the school district’s video surveillance system, and improve overall school security throughout the County. The SBBC is required to provide matching funds in the amount of $155,331.
Currently the SBBC is implementing a multi-phase Video Surveillance Improvement project. During Phase I of the project, which was completed June 30, 2018, Broward County Public Schools standardized the video surveillance system to a single state-of-the-art system. The new system, which comprises over 10,000 cameras, are interconnected and can make real-time viewing and playback possible at both the school and the District level.
In Phase II of the project, grant funds will be used to add video analytics to SBBC surveillance capabilities to provide better coverage for the perimeter of the 33 high schools and three 6-12 combination schools. The new surveillance system will utilize high-definition video analytics, pattern-based analytics algorithms, and teach-by-example self-learning capabilities, to improve the SBBC’s preventative protection, response times, and overall security effectiveness.
