THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal for this agreement of 18%. Carollo Engineers, Inc. committed to a 20.8% CBE participation. As of August 13, 2018, Carollo Engineers, Inc. has been paid $2,129,052 with $404,067 paid to CBE firms, yielding 19% participation to date.
On June 23, 2015, (Item No. 52), the Board of County Commissioners approved an agreement between Broward County and Carollo Engineers, Inc., for Consultant Engineering Services for Potable Water Storage Tanks and Pumping Systems, for Water and Wastewater Services, Request for Proposal No. R1220410P1 to provide pre-design, design and engineering services during construction for storage tanks, pumping stations and chemical feed systems that will be implemented in phases. Phase I of the deliberately phased agreement provides for engineering services to complete Design Assessments (Technical Memorandum) for Districts 3A, 1B1, and 2A potable water storage facilities.
On February 9, 2016 (Item No. 6), the Board of County Commissioners approved the First Amendment for Phase II services which included design and engineering services during construction for Districts 3A and 1B1. The District 3A scope included a new remote ground storage facility, high service pump station, electrical generator room and chemical facility. The District 1B1 scope included design and engineering services during construction for a new ground storage facility, high service pump station, and chemical facility.
On September 15, 2016 (Item No. 10), the Board of County Commissioners approved the Second Amendment for design and engineering services during construction for District 2A, design and engineering services during construction services for a new standby generator for District 1B1, design and engineering services during construction for the remediation of the lime sludge pond for District 3A, and a site feasibility study for District 1A2.
On October 9, 2017, the Director of Purchasing executed the Third Amendment for additional design for Districts 2A, 3A, and 1B1 and a technical memorandum identifying relocation of District 1A2 high service pump station and ground storage tank.
This proposed Fourth Amendment includes additional engineering services during construction for District 2A, District 3A and District 1B1. The work also includes additional design elements for the existing water storage tank at District 2A and additional building architectural elements at District 1B1 per newly added local Planning and Building Department requirements.
This Fourth Amendment was negotiated in a Sunshine Meeting held on April 4, 2018 and has been reviewed and approved as to form by the Office of the County Attorney and the Risk Management Division.
