THE PURCHASING DIVISION,THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION, AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 26% for this contract. Lambert Bros., Inc. committed to 100% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 2).
This contract provides for the furnishing of all labor, materials, equipment, services and incidentals for the complete replacement of an approximate 1550’ long boardwalk, which meanders through a mangrove forest at Deerfield Island Park. The site is only accessible by boat and has very limited barge access for transport of material and equipment. The new replacement boardwalk must maintain the same footprint and alignment of the existing boardwalk, and the construction activity cannot encroach into the abutting mangrove forest beyond the width of the existing boardwalk.
This procurement carries a 100% performance and payment guaranty. The Purchasing Division confirmed with the surety company that Lambert Bros., Inc. has the capacity to obtain the required guaranty.
The allowances incorporated into this contract in the amount of $90,000 include: $75,000 for non-Broward County permit fees; and $15,000 for additional miscellaneous utility, municipal, or certification fees that may be encountered. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor's actual cost without mark-up.
Parks and Recreation Division staff reviewed the bid submitted by Lambert Bros., Inc. and concurs with the recommendation for award (Exhibit 3). Two vendor performance evaluations have been completed for Lambert Bros., Inc. with an average of 3.25 out of a possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.
The prices submitted by the recommended bidder, Lambert Bros., Inc., have been reviewed and it was determined that the prices submitted are fair, reasonable and aligned with market analysis (Exhibit 4).
No bidder was determined to be nonresponsive or nonresponsible by the Director of Purchasing, no protests were filed, and more than one bidder has submitted a response to this solicitation. The construction agreement is based on competitive bid pricing and is not negotiated. The agreement includes project-specific requirements; however, it includes Broward County's standard terms and conditions.
The bid posted on July 18, 2018 and opened on August 22, 2018; seven bids were received with one declination (Exhibit 1).
