Requested Action
MOTION TO ADOPT Resolution No. 2018-604 of the Board of County Commissioners of Broward County, Florida, authorizing the Mayor and Clerk to execute and file a Public Transportation Grant Agreement (PTGA), (formerly known as Joint Participation Agreement or JPA) with the Florida Department of Transportation (FDOT), District 4, in the amount of $9,560,213, which requires an equal match by Broward County to provide Block Grant funding to Broward County Transit for public transportation operating costs; authorizing the County Administrator to take necessary administrative and budgetary actions; and providing for an effective date. The term of this PTGA is from date of execution through June 30, 2020.

Why Action is Necessary
The Florida Department of Transportation (FDOT) requires Board approval of a Resolution authorizing the execution of Public Transportation Grant Agreements (formerly known as Joint Participation Agreements).
What Action Accomplishes
This action enables the Broward County Transit Division to access $9,560,213 in public transit block grant funds for Fiscal Year 2019 transit operations made available by the FDOT, on an annual basis, for the purpose of providing transit services in Broward County.

Summary Explanation/Background
TRANSPORTATION DEPARTMENT AND TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board’s Value for "Cooperatively Delivering an Efficient and Accessible Regional Intermodal Transportation Network".

The Florida Department of Transportation (FDOT) provides Broward County funding (block grant) on an annual basis, pursuant to Chapter 341, Florida Statutes, for assistance in funding operations for fixed-route bus service. State funds available to offset operating expenses incurred by the Transit Division (BCT) require a 50% local match. FDOT, through this Public Transportation Grant Agreement (PTGA), will provide $9,560,213 for Fiscal Year 2019, to support transit operations in Broward County.

The PTGA (Exhibit 2) has been reviewed and approved as to form by the County Attorney’s Office.

County approval of the Resolution and execution of the PTGA is required prior to FDOT executing said agreement.
