County approval is required for an elected official to utilize County staff and resources to solicit charitable contributions.

Enables the use of County staff and resources to solicit charitable contributions.

District 2 wishes to use staff time and County e-mail and phones to solicit contributions and donations of toys from several organizations throughout the County. Any donated toys will be delivered to the Children's Village for distribution to disadvantaged children in District 2.
 
Section 1-19(c)(5) provides that an elected official may not use County resources or staff to solicit charitable contributions absent approval by the Board of County Commissioners. Therefore, because District 2 would be using County staff time and County email and phones for a charitable purpose, Board approval is required.
 
During its December 5, 2017, Commission meeting, the Board approved a virtually identical item (Item No. 71). This item seeks to address the same issue for the 2018 holiday season.
