THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action allows Yellow Airport Limousine Service to operate a nonexclusive shared ride and limousine concession at FLL.
The Office of Economic and Small Business Development established a 23% Airport Concession Disadvantaged Business Enterprise ("ACDBE") goal for this project. Yellow Airport Limousine Service, has committed to a 30% ACDBE participation.
On June 5, 2018 (Item No. 68), the Board approved Request for Proposals ("RFP") No. 2018-06-05-0-AV-03. This procurement was solicited to engage the services of a qualified and experienced firm to administer the Shared Ride and Limousine Service Concession at FLL. The RFP was advertised and at the time of the opening deadline, 4:30 p.m. on August 13, 2018, two firms submitted proposals.
On September 10, 2018, at 9:00 a.m., an Initial Evaluation Committee meeting was held. At the Initial Evaluation Meeting both firms were determined to be responsive and responsible to the RFP requirements and would proceed to final evaluation.
The Final Evaluation Committee meeting was held on October 1, 2018 at 9:00 a.m. After presentations, evaluation, and scoring, the Evaluation Committee named Yellow Airport Limousine Service, as the first ranked firm.
On October 23, 2018 (Item No. 35), the Board approved the Final Ranking of the RFP responses.
Broward County Aviation Department will receive trip fees for each vehicle picking up at FLL. Yellow Airport Limousine Service will provide sufficient staffing and vehicles for all shifts on a daily basis, 24 hours a day and seven days a week, including weekends and holidays, to perform the required services. Yellow Airport Limousine Service staff members will be located at designated curbside podiums to assist with guest’s transactions and to provide information regarding the service. This Agreement includes a security deposit in the amount of $12,000.
