Why Action is Necessary
Pursuant to Section 21.32, c. of the Procurement Code, Board approval is required for Request for Proposals when the estimated value is more than $500,000.

Approves a Request for Proposals solicitation to engage the services of a marketing consulting firm to provide advisory services to the CEO of the Broward County Greater Fort Lauderdale Convention & Visitors Bureau.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE BROWARD COUNTY GREATER FORT LAUDERDALE CONVENTION & VISITORS BUREAU RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal for this project (Exhibit 2).

The purpose of this solicitation is to engage the services of a qualified marketing consulting firm, to provide advisory services to the CEO of the Broward County Greater Fort Lauderdale Convention & Visitors Bureau (GFLCVB), which include: continuing assessments of the organizational structure and functions, marketing and sales plan integration and direction, brand architecture, and other operational topics. The marketing consulting firm will also provide advisory services concerning: personnel deployment, human resources, governance topics, ad agency and other external marketing/sales resources to assure that the GFLCVB utilizes destination marketing organization best practices.

The Request for Proposals (RFP) procurement method was selected for this project to best serve the County with multiple evaluation criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized expertise. Proposers are required to determine the best method to accomplish the specialized services, with price being weighed against other factors as outlined in the RFP (Exhibit 1).

Fiscal Impact/Cost Summary:
Each requirement processed against this contract, in the one-year initial estimated amount of $200,000, and the three-year potential estimated amount of $600,000, will be funded by the appropriate source at the time of release.
