A. MOTION TO ADOPT budget Resolution No. 2018-509 within the Community Development Block Grant (CDBG) Fund to appropriate revenue in the amount of $75,754 for Fiscal Year 2018/2019 for the purpose of recognizing Broward County CDBG Program funds generated from October 2015 through September 2016; and authorizing the County Administrator to take the necessary administrative and budgetary actions to implement same.

B. MOTION TO ADOPT budget Resolution 2018-510 within the Home Investment Partnership Program Grant (HOME) Fund to appropriate revenue in the amount of $47,420 for Fiscal Year 2018/2019 for the purpose of recognizing Broward County HOME Program funds generated from October 2014 through September 2015; and authorizing the County Administrator to take the necessary administrative and budgetary actions to implement same.

ACTION:  (T-10:48 AM)  Approved.

VOTE:  9-0.
 
C. MOTION TO ADOPT budget Resolution No. 2018-511 within the Home Investment Partnership Program Grant (HOME) Fund to appropriate revenue in the amount of $54,043 for Fiscal Year 2018/2019 for the purpose of recognizing Broward County HOME Program funds generated from October 2015 through September 2016; and authorizing the County Administrator to take the necessary administrative and budgetary actions to implement same.

D. MOTION TO ADOPT budget Resolution No. 2018-512 within the Home Investment Partnership Program Grant (HOME) Fund to appropriate revenue in the amount of $194,885 for Fiscal Year 2018/2019 for the purpose of recognizing Broward County HOME Program funds generated from October 2016 through September 2017; and authorizing the County Administrator to take the necessary administrative and budgetary actions to implement same.

E. MOTION TO ADOPT budget Resolution No. 2018-513 within the Neighborhood Stabilization Program 1 (NSP1) Fund to appropriate revenue in the amount of $682,800 for Fiscal Year 2018/2019 for the purpose of recognizing Broward County NSP1 Program funds generated from October 2015 through September 2017; and authorizing the County Administrator to take the necessary administrative and budgetary actions to implement same.

ACTION:  (T-10:48 AM)  Approved.

F. MOTION TO ADOPT budget Resolution No. 2018-514 within the Neighborhood Stabilization Program 3 (NSP3) fund to appropriate revenue in the amount of $40,000 for Fiscal Year 2018/2019 for the purpose of recognizing Broward County NSP3 Program funds generated from October 2015 through September 2017; and authorizing the County Administrator to take the necessary administrative and budgetary actions to implement same.

ACTION:  (T-10:48 AM)  Approved.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's vision of "A Sustainable, Creative Approach to Community Redevelopment and Housing," through implementation of the following goals: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Strengthen stakeholder partnerships to increase the availability of affordable housing options, including purchase and rental; and Goal 3: Develop, through effective community collaboration, neighborhoods and communities incorporating intermodal connectivity, while integrating energy efficiency and other livability standards and initiatives.

When federal funds are returned to the County as Program Income (PI), primarily through loan payoffs, they are "re-used" for existing or new projects, direct project delivery costs and administration costs to operate these projects. The CDBG program allows 20% for administrative costs, the NSP Program allows 10% for administrative costs, and the HOME program allows 10% for administrative costs on PI derived from single family rehabilitation projects.  

The following is a summary of unanticipated Program Income to be reprogrammed.

Motion A.
The funds being recognized in the amount of $75,754 were derived from CDBG Program Income generated from October 2015 through September 2016. CDBG Program Income is generated from the repayment of second mortgage loans from CDBG Program assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms. The funds will be made available for use in the CDBG Program's Purchase Assistance activity. CDBG funds will be used to assist approximately two homeowners. Twenty percent or $15,151 will be allocated for administration.  

Motion B.
The funds being recognized in the amount of $47,420 were derived from HOME Program Income generated from October 2014 through September 2015. HOME Program Income is generated from the repayment of second mortgage loans from HOME Program assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms. The funds will be made available for use in the HOME Program's Purchase Assistance activity. HOME funds will be used to assist approximately one homeowner, to include program and administration costs. Ten percent or $4,742 will be allocated for administration.

Motion C.
The funds being recognized in the amount of $54,043 were derived from HOME Program Income generated from October 2015 through September 2016. HOME Program Income is generated from the repayment of second mortgage loans from HOME Program assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms. The funds will be made available for use in the HOME Program's Purchase Assistance activity. HOME funds will be used to assist approximately one homeowner, to include program and administration costs. Ten percent or $5,404 will be allocated for administration.

Motion D.
The funds being recognized in the amount of $194,885 were derived from HOME Program Income generated from October 2016 through September 2017. HOME Program Income is generated from the repayment of second mortgage loans from HOME Program assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms. The funds will be made available for use in the HOME Program's Purchase Assistance activity. HOME funds will be used to assist approximately four homeowners. Ten percent or $19,489 will be allocated for administration.

Motion E.
The funds being recognized in the amount of $682,800 were derived from Neighborhood Stabilization Program 1 (NSP1) Program Income generated from October 2015 through September 2017. NSP 1 Program Income is generated from the repayment of second mortgage loans from NSP 1 assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms or from the sale of properties acquired for rehabilitation and sale. The funds will be made available for use for NSP Eligible Affordable Housing activities to include Acquisition and Rehabilitation of Single Family, Multi-family for Sale or Rental units and Purchase Assistance. Ten percent or $68,280 will be allocated for administration.

Motion F.
The funds being recognized in the amount of $40,000 were derived from Neighborhood Stabilization Program 3 (NSP3) Program Income generated from October 2015 through September 2017. NSP 3 Program Income is generated from the repayment of second mortgage loans from NSP 3 assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms. The funds will be made available for use for NSP 3 Eligible Affordable Housing activities to include Acquisition and Rehabilitation of Single Family or Multi-family units for sale or rental. Ten percent or $4,000 will be allocated for administration.
