Requested Action
A. MOTION TO RETROACTIVELY APPROVE grant agreement between Broward County and the State of Florida Division of Emergency Management in the amount of $27,409, to update hazardous material facility site plan data; the Agreement to be effective from July 1, 2018 through June 30, 2019; authorize the Mayor to execute same; and authorize the County Administrator to execute agreements, addenda, any amendments or revisions to the approved agreements subject to review of and approval by the Office of the County Attorney; and to take the necessary administrative and budgetary actions for the implementation of the grant award; providing for severability; and providing for an effective date.

B. MOTION TO ADOPT unanticipated revenue Resolution No. 2018-506 within the hazardous materials grant fund for the Emergency Management Division in the amount of $27,409, for the purpose of updating hazardous material site facility plan data.

Board approval is necessary to approve the agreement with State of Florida Division of Emergency Management and accept the grant award.

Summary Explanation/Background
REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

Pursuant to the planning requirements of the Superfund Amendments and Reauthorization Act of 1986, Title III, "Emergency Planning and Community Right-To-Know Act of 1986 (EPCRA)," and the Florida Emergency Planning and Community Right-To-Know Act, Florida Statutes, Chapter 252, Part II, the State of Florida Division of Emergency Management provides funding to perform a hazards analysis and update data regarding hazardous materials within Broward County.  Funds provided from the grant agreement, in the amount of $27,409, will be utilized to support the collection, analysis, processing and maintenance of hazardous material facility site plan information.

Fiscal Impact
Fiscal Impact/Cost Summary:
The total amount of the fixed-fee grant award is $27,409, which will be paid upon the successful completion of each grant deliverable. The maximum payment amount for each deliverable is outlined in Exhibit 1, Attachment A of the agreement. The maximum payment amount for the entirety of the agreement shall not exceed $27,409. There is no required County in-kind match for this grant.
