Requested Action
A. MOTION TO RETROACTIVELY APPROVE Agreement between Broward County and the Florida Network of Children’s Advocacy Centers, Inc. (FNCAC) for General Revenue  funds, in the amount of $644,026, effective July 1, 2018 through June 30, 2019, to provide advocacy and mental health services to child victims of sexual violence and physical abuse and their non-offending family members served at the Nancy J. Cotterman Center (NJCC) as well as community outreach and system coordination with the Office of the State Attorney and local Law Enforcement Officials; authorizing the Mayor and Clerk to execute same; authorizing the County Administrator to execute amendments which do not increase the total funding amount above $708,429; authorizing the County Administrator to execute renewal options subject to approval of the same by the Office of the County Attorney; and authorizing the County Administrator to take any necessary budgetary and administrative actions needed to implement the Agreement.

B. MOTION TO ADOPT budget Resolution No. 2018-504 in the Florida Network of Children's Advocacy Centers General Revenues Fund to appropriate revenue in the amount of $644,026 for Fiscal Year 2018-2019 with the Florida Network of Children's Advocacy Centers Grant to provide advocacy and mental health services to child victims of sexual violence and physical abuse and their non-offending family members.

ACTION:  (T-10:48 AM)  Approved.

Why Action is Necessary
A-B. Broward County Administrative Code, Section 23.7 requires Board approval for agreements with external agencies. Florida Statutes, Chapter 129.06.(2)(d) requires Board approval to provide for revenue.
What Action Accomplishes
Approval of Motions A-B enables the NJCC  to provide advocacy and mental health services to child victims of sexual violence and physical abuse, their non-offending family members and caregivers as well as community outreach and systems coordination with the Office of the State Attorney and local Law Enforcement Officials.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF ABOVE MOTIONS.

This action supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable" and the Goals to “Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports" and "Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems. . ." Collaboration with, and funding from, FNCAC facilitate the provision of services to Broward County residents who are child victims of sexual violence and physical abuse and their non-offending family members by highly trained staff.

Retroactive approval is requested as the FNCAC notified the County of the General Revenues funding award for Fiscal Year 2018/2019 on July 26, 2018 (Exhibit 2). The Agreement was returned several times to the funder; the first being on August 15, 2018, to amend the contract language and terms. The final version of the Agreement was received from the funder on October 26, 2018. Since funding is based on cost reimbursement, NJCC continued to provide advocacy services to child victims of sexual and physical abuse during this period. 
 
The award is administered by NJCC as the designated Child Advocacy Center in Broward County. NJCC has received the FNCAC re-occurring grant ($394,026) since 2012. This continued funding allowed for the provision of direct client services to child victims of physical abuse and sexual violence. The non-recurring grant award ($250,000) is provided by a Special Appropriation through the FNCAC-General Revenues Agreement and supports the State Attorney Liaison Program at NJCC. Since Fiscal Year 2015-2016, NJCC has received this grant consecutively; however, the new award includes a significant funding increase that will support the addition of one position. A position number from an expired grant was transferred to this grant, therefore, a request for a new position is not required. The State Attorney Liaison program seeks to complement the existing advocacy services, communication, system coordination and outreach between NJCC and the courts or other legal entities to ensure timely access to care, treatment and services for victims of sexual violence.

The grant performance measures remain the same as in the prior year, and all deliverables for the Fiscal Year 2017-2018 have been met.

The Agreement is in FNCAC's format and has been reviewed and approved as to form by the Office of the County Attorney. FNCAC will sign following Board approval.

Fiscal Impact
Fiscal Impact/Cost Summary:
Funding for this Agreement is provided by the Florida Network of Children's Advocacy Centers and does not require County funds.  The services and grant-funded positions will be terminated in the event future funding is discontinued.
