MOTION TO APPROVE Supplemental Agreement No. 1 to the Local Agency Program Agreement between Broward County and the Florida Department of Transportation for improvements to Davie Road Extension from University Drive to Stirling Road, extending the expiration date from December 31, 2018 to June 30, 2019, at no change in cost to the County; and authorize Mayor and Clerk to execute same. Board of County Commissioners’ approval is required for time extensions, pursuant to the Local Agency Program Agreement, Section 3.

Provides a time extension to allow the Florida Department of Transportation to continue funding the construction costs for improvements to Davie Road Extension from University Drive to Stirling Road.

Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL.

On January 10, 2017 (Item No. 2), the Board of County Commissioners approved the Local Agency Program Agreement between Broward County and the Florida Department of Transportation (FDOT), providing for $904,612 to the County toward the  estimated $3,763,995 construction cost for improvements to Davie Road Extension from University Drive to Stirling Road. The project improvements include roadway rehabilitation, drainage upgrades and Complete Streets elements such as bike lanes, sidewalks, transit infrastructure and landscaping. Due to unanticipated weather and utility related impacts, the project is currently scheduled for completion beyond the expiration date of the original agreement.

This Supplemental Agreement No. 1 will extend the agreement from December 31, 2018 to June 30, 2019 to allow the FDOT to continue funding the improvements through the anticipated completion date of the project. The project is currently 90% complete.     

The Supplemental Agreement has been reviewed and approved as to form by the County Attorney's Office and the Risk Management Division.
