Requested Action
MOTION TO RETROACTIVELY APPROVE Agreement between Broward County and the State of Florida, Department of Health (DOH), in the not-to-exceed amount of $120,000 effective on October 1, 2018 through September 30, 2019, renewable for up to four additional one-year terms, to provide prescription medications at reasonable costs to indigent or uninsured Broward County residents receiving services from Broward Addiction Recovery Division (BARC); authorizing Mayor and Clerk to execute the Agreement; authorizing the County Administrator to execute amendments to the Agreement, subject to approval of the same by the Office of the County Attorney; and authorizing the County Administrator to take all administrative and budgetary actions to implement the Agreement.

Why Action is Necessary
In accordance with Sections 21.31(a)(4) and 21.135, Procurement Code of Broward County, the Board is required to approve all awards exceeding $500,000, including multi-year agreements that meet this threshold.
What Action Accomplishes
This Agreement provides for reasonably priced and medically necessary medication prescribed by BARC physicians to BARC clients issued through DOH pharmacies.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
 
This item supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and Goal to "Effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care."

Retroactive approval is being sought, as the Agreement was not finalized until late October. As a wholesaler, DOH, participates in the Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP) to purchase medication prescribed by BARC physicians at reasonable prices. 

BARC clients who previously obtained their prescription medication through the BARC in-house pharmacy will now receive their prescription medication through DOH pharmacies, since the Booher Residential Facility in-house pharmacy has been eliminated. Per the Agreement, DOH will deliver medication to BARC clients, thus there is no negative impact to accessing prescribed medications.    

The Agreement has been approved as to form by the Office of the County Attorney.
