MOTION TO APPROVE Work Authorization No. CDMS 13-20 in accordance with the Agreement between Broward County and CDM Smith Inc. for Continuing Engineering Services for Water Treatment and Raw Water Production Systems, Request for Letter of Interest  (RLI) No. R1025211R1, to provide design, permitting, bidding support, and engineering services during construction for Water Treatment Plant 1A and 2A Chemical Feed System Improvements for a maximum not-to-exceed amount of $384,789 with a time for performance of 810 days; and authorize Mayor and Clerk to execute same. (Commission Districts 4 and 9)

Why Action is Necessary
Board of County Commissioners’ approval is required for Work Authorizations that exceed the award authority of the Director of Purchasing in accordance with Section 4.4.3 of the Agreement.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) overall participation goal for the Agreement of 25%. A CBE participation goal of 70.57% was established for this Work Authorization. As of September 2018, CDM Smith Inc. has been paid $2,373,035 with $471,056 paid to CBE firms, yielding 19.85% participation. The overall CBE participation for this Agreement after completion of WA CDMS 13-20 will be 26.93%.

On January 14, 2014 (Item No. 33), the Board of County Commissioners approved an agreement between Broward County and CDM Smith Inc. for Continuing Engineering Services for Water Treatment and Raw Water Production Systems, RLI No. R1025211R1, for Water and Wastewater Services in a not-to-exceed amount of $1,000,000 per year for two years from the date of the executed agreement, with three one-year extensions which may be executed under the authority of the Director of Purchasing. As of September 17, 2018, twenty-seven Work Authorizations have been approved for a current agreement value of $2,444,314.

Work Authorization CDMS 13-20 will provide design, permitting, bidding support, and engineering services during construction for Water Treatment Plant 1A and 2A Chemical Feed System Improvements.

One Sunshine negotiation meeting was held on August 28, 2018 to establish the Work Authorization scope and budget. This meeting was attended by representatives of CDM Smith Inc., and Broward County staff.  This Work Authorization was reviewed and approved as to form by the Office of the County Attorney and Risk Management Division.
