Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL.

On April 4, 2017 (Item No. 27), the Board of County Commissioners approved two Locally Funded Agreements with the Florida Department of Transportation (FDOT) for design services to improve NW 31st Avenue from Commercial Boulevard to McNab Road and Riverland Road/SW 27th Avenue from SR7/US-441 to Broward Boulevard. The NW 31st Avenue project includes milling and resurfacing the existing road to accommodate bicycle lanes with no change to the number of vehicle lanes. The Riverland Road/SW 27th Avenue project includes milling and resurfacing the existing road and widening to accommodate bicycle lanes. A lane reduction is proposed in each direction from south of Broward Boulevard to north of Davie Boulevard. Computer modeling was performed and confirmed that the road with lane reduction would continue to provide an acceptable level of service based on current and future traffic volumes. These Agreements formalized Broward County's matching contribution of $240,945 and $202,559, respectively for the projects' design services. Both projects are part of Broward Metropolitan Planning Organization’s Transportation Investment Generating Economic Recovery (TIGER) grant being administered by FDOT. Projects funded by the TIGER grant will create an interconnected Complete Streets network and provide multi-modal transportation connection that would enhance safety and promote healthy

As part of its internal process, FDOT reviewed the project costs and adjusted its internal budgeting of the grant match contributions made by the County and the other partners of the TIGER grant which include the Cities of Fort Lauderdale, Oakland Park, Lauderdale Lakes, and Pompano Beach. The adjustments do not result in additional cost to the County. In addition, to meet the aggressive TIGER grant deadlines, FDOT modified the project delivery method from design-bid-build process to design-build process. The partner cities have separately executed amendments to their respective Locally Funded Agreements with FDOT providing concurrence to the adjustments.

Approval of Motion A will provide the County’s concurrence with FDOT’s internal budgeting adjustments and modification of the project delivery method for design services to improve NW 31st Avenue from Commercial Boulevard to McNab Road.

Approval of Motion B will provide the County’s concurrence with FDOT's internal budgeting adjustments and modification of the project delivery method for design services to improve Riverland Road/SW 27th Avenue from SR7/US-441 to Broward Boulevard.

The amendments have been reviewed and approved as to form by the Office of the County Attorney and the Risk Management Division. However, the Office of the County Attorney provided comments to the proposed amendments clarifying the purpose of the proposed amendments, i.e., internal budgeting adjustments by FDOT. Due to the time sensitivity of the grant funding and that all of the partner cities had already approved and executed their respective amendments, the County’s proposed revisions were not incorporated by FDOT. The proposed amendments do not change the rights and financial obligations of the County under the Locally Funded Agreement.
