MOTION TO AUTHORIZE disbursement of $169,500 to the Broward Partnership for the Homeless Inc., (BPHI); authorizing the County Administrator to take any necessary budgetary and administrative action and to execute an amendment, approved as to legal sufficiency by the Office of the County Attorney, to add the Emergency Solutions Grant funds to BPHI’s existing Department of Children and Families (DCF)-funded agreement. Summary Explanation/Background
On September 26, 2017, (Item 3) the Board authorized the County Administrator to take necessary budgetary and administrative actions related to the Unified Homeless contract from the Department of Children and Families (DCF) in the amount of $1,174,000, including amendments that increase funding up to the total amount of $1,200,000.  On May 17, 2018, Broward County received notice from DCF that Emergency Solutions Grant (ESG) funding specifically for Rapid Rehousing (RRH) will increase by $57,000, bringing the total ESG RRH funds to $169,500. DCF determined that a local match in the amount of $288,064 was required to provide 32 homeless individuals with rapid rehousing (for up to 8 months). DCF-funded providers declined the additional funds because they could not provide the match. However, through community outreach, the Human Services Department has secured a commitment from the United Way of Broward County to provide the required match funding.

If this item is approved, BPHI will receive a total of $169,500 in additional ESG RRH funds from Broward County and $288,064 in local match from the United Way of Broward County for rapid rehousing services. BPHI will provide DCF with documentation regarding the receipt of local matching funds.
