THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
Broward County (County) currently offers a group Dental Health Maintenance Organization (DHMO) plan to all employees. The Human Resources Division seeks to engage a certified dental insurance plan provider to offer a comprehensive DHMO insurance service plan to its benefit-eligible employees, at affordable rates that will meet at a minimum the current plan design.
On May 3, 2018, the County Administrator approved Request for Proposals (RFP) No. GEN2116450P1, Group Dental Health Maintenance Organization (DHMO) Insurance, authorized the County Administrator to approve the final ranking of the qualified firms, and the Director of Purchasing to approve and execute a final agreement. Seven firms submitted proposals in response to the RFP.
On June 29, 2018, an Initial Evaluation Meeting was held. The Evaluation Committee determined that all seven firms were both responsive and responsible to the requirements of the RFP and would move on to final evaluation to be scored and ranked.
On July 13, 2018, the Human Resources Division notified the Purchasing Division that a majority (five of seven proposals) contained conflicting information that did not meet the minimum requirements of the scope of services for the DHMO plan design (Exhibit 1).
On July 23, 2018, the Initial Evaluation Meeting was reconvened to update the Evaluation Committee of the vendors not meeting the minimum requirements of the scope of services for the DHMO plan design. The Evaluation Committee reviewed the information and voted to reject all proposals.
A new RFP No. GEN2117450P2 has been prepared to rebid Group Dental Health Maintenance Organization (DHMO) Insurance (Exhibit 3).
Agreement No. R1157003P1 for Group Dental Health Maintenance Organization (DHMO) Insurance has a total term of five years ending on December 31, 2018. The Third Amendment to the Agreement requests approval to extend the term for a calendar year to allow time for transition to a new vendor for annual open enrollment (Exhibit 5). This amendment has no fiscal impact to Broward County, as premiums are voluntarily paid through enrolled plan participants (Exhibit 4).
The Office of Economic and Small Business Development did not establish a goal requirement for this project (Exhibit 2).
