A. MOTION TO ADOPT Resolution No. 2018-465 approving a Public Transportation Grant Agreement with the State of Florida Department of Transportation for Financial Project No. 444280-1-94-01 to fund the Design of Dual Taxilane Access to Taxiway L at North Perry Airport in the amount of $90,000; authorizing execution of same; authorizing the County Administrator to take the necessary administrative and budgetary actions and approve any nonmonetary amendments subject to the Office of the County Attorney approving as to legal sufficiency; and providing for an effective date. This Public Transportation Grant Agreement requires the County to match a minimum of $22,500. A certified copy of the approved Resolution shall be inserted as Exhibit D to the Public Transportation Grant Agreement before execution.

B. MOTION TO ADOPT budget Resolution No. 2018-466 transferring $22,500 from reserves within the North Perry Capital Fund for the purpose of increasing the budget for the Dual Taxilane Access to Taxiway L project at the Broward County's North Perry Airport.

C. MOTION TO ADOPT budget Resolution No. 2018-467 within the HWO Capital Fund for the Aviation Department in the amount of $90,000 for the purpose of designing the Dual Taxilane Access to Taxiway L at the Broward County's North Perry Airport.

ACTION:  (T-10:39 AM)  Approved.

VOTE: 9-0.

Motions A, B, and C: All grant agreements and Budget Resolutions require the approval of the Broward County Board of County Commissioners ("Board").

Motion A: Allows the Broward County Aviation Department ("BCAD") to accept Florida Department of Transportation ("FDOT") grant funding.

Motion B: Approves budget resolution to provide funding from the North Perry Capital Fund reserve for the purpose of increasing the budget for the Dual Taxilane Access to Taxiway L project at the Broward County's North Perry Airport.

Motion C: Approves budget resolution to appropriate revenue from the FDOT grant.

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

Motion A
This action is to approve an FDOT Public Transportation Grant Agreement ("PTGA") to provide grant funding in the amount of $90,000. This grant amount represents FDOT's share of 80% participation in the design of Dual Taxilane Access to Taxiway L at Broward County's North Perry Airport ("HWO"), with the County funding a 20% match of $22,500.

The scope of work for the project includes but is not limited to consultant and design fees for plans preparation and bid documents of the construction of a parallel dual taxilane coming from a tenant leasehold and accessing the airfield via Taxiway L. The proposed parallel dual taxilane will provide tenant access to the airfield and control traffic, and will result in increased airfield safety at HWO.

The PTGA was reviewed by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions, as FDOT requires the County to use its Agreement.

Motion B
This action approves a budget resolution to transfer funding in the amount of $22,500 from the North Perry Capital Fund reserve for the purpose of designing the Dual Taxilane Access to Taxiway L project at HWO.

Motion C
This action approves a budget resolution to appropriate FDOT grant revenue in the amount of $90,000 in support of the Dual Taxilane Access to Taxiway L project at HWO.
