FL., Inc., Ready 2 Transfer, Inc., and Tasha Services Inc. d/b/a Art Transportation.

Why Action is Necessary
Pursuant to Chapter 3 1/2-8(f) of the Broward County Code of Ordinances, a public hearing must be held to consider the issuance or denial of Class 5 - Nonemergency Medical Transportation Service licenses.

Provides the Board with an opportunity to receive public comments concerning applicants seeking to provide Class 5 - Nonemergency Medical Transportation Services within Broward County.

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL AND CONSUMER PROTECTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

Chapter 3 1/2 of the Broward County Code of Ordinances identifies the process by which every person, firm, corporation, or association must abide to provide Nonemergency Medical Transportation Services within Broward County, Florida. Nonemergency Medical Transportation Service means any service that uses vehicles designed to transport persons confined to wheelchairs or stretchers whose condition is such that these persons do not need, nor are likely to need, medical attention during transport.

The Environmental and Consumer Protection Division, a Division of the Environmental Protection and Growth Management Department, acts as the designee of the County Administrator for the purpose of reviewing and processing applications for Nonemergency Medical Transportation Service Licenses. The application process and the monitoring of licensed agencies are promulgated through the rules and regulations set forth in Chapter 3 1/2 of the Broward County Code of Ordinances and Chapter 33 of the Broward County Administrative Code. The full applications, including exhibits, are maintained by the Environmental and Consumer Protection Division. Each license issued by the Board of County Commissioners is valid for two years.

The Environmental and Consumer Protection Division has received and reviewed the applications for a new license from Andgo Group LLC d/b/a Atlantic Transportation Services, On Time Mobility Transport Inc, Protective Medical Transportation of SO. FL., INC, Ready 2 Transfer, Inc., and Tasha Services Inc. d/b/a Art Transportation to provide Nonemergency Medical Transportation Services within Broward County, Florida. Pursuant to Chapter 3 1/2 of the Broward County Code of Ordinances, the EMS Review Committee of the Broward Regional EMS Council reviewed the above applications on September 6, 2018 and recommended approval and issuance of said licenses to Andgo Group LLC d/b/a Atlantic Transportation Services, On Time Mobility Transport Inc., Protective Medical Transportation of So. FL., Inc., Ready 2 Transfer, Inc., and Tasha Services Inc. d/b/a Art Transportation contingent upon the respective providers completing the requirements identified in the Broward County Code of Ordinances.

If the Board of County Commissioners approves the above applicants to receive a license, the Environmental and Consumer Protection Division will conduct a review of the applicants for the remaining requirements (i.e., vehicle and personnel inspections, business office located in Broward County, and adequate insurance) pursuant to Chapter 3 1/2 for compliance with County rules and regulations relating to nonemergency medical transportation.
