Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT AND TRANSIT DIVISION RECOMMEND APPROVAL OF ABOVE MOTION.

This item supports the Board's Values of  "[C]ooperatively delivering an efficient and accessible regional intermodal transportation network" and "[C]onsistently delivering responsive, efficient, quality services to the public and internal customers."

In compliance with federal and county regulations, policies and procedures, this public hearing will allow public comment on the proposed new "Broward Breeze" limited-stop fixed-route bus service. 

The Transit Division is proposing the addition of limited-stop fixed-route bus service along Broward Boulevard. This new "Broward Breeze" service will travel westbound and eastbound, giving customers access to employment, education and medical centers, transit facilities, government centers, and entertainment venues in Sunrise, Plantation, and downtown Fort Lauderdale. The Broward Breeze will operate every 30 minutes on weekdays during peak morning (from 5:40 a.m. to 10:16 a.m.) and afternoon (4:05 p.m. to 8:46 p.m.) travel times. Forty-two-foot Bus Rapid Transit (BRT) style vehicles equipped with Wi-Fi will be utilized for the service which will begin operation in January 2019. Exhibit 1 is the route map. The service is being funded through a Florida Department of Transportation (FDOT) grant and will begin January 14, 2019.

Advance public notice of the time and date of the public hearing on the proposed new Breeze service was published in the newspaper and listed on Broward County’s website and Facebook page. Prior to implementation of the service in January, the public will be notified of the service by information distributed on BCT buses, major employment centers along the route, Broward County’s website and electronic/social media. Additionally information will be transmitted via BCT's customer service/rider information “on-hold” voice messaging system, via BCT’s Rider Alerts System and at public outreach events and posted at major transit facilities.

Fiscal Impact
Fiscal Impact/Cost Summary:
FDOT will be providing full funding for the proposed route's first three years of the service; once ridership demand has been established sufficient to justify continued service (after the initial three years), FDOT has committed to providing 50% of operating costs for an additional three years. No County match is required for the first three years of service.
