A. MOTION TO RETROACTIVELY APPROVE sub-grant agreement between Broward County and the Florida Division of Emergency Management in the amount of $351,243 to support Broward County's emergency management and preparedness program from July 1, 2018 to June 30, 2019; continue to provide for a dollar-for-dollar in-kind match; authorize the Mayor to execute the Agreement; and authorize the County Administrator to execute contracts, addenda, any amendments or revisions to the approved contracts; and to take the necessary administrative and budgetary actions for the implementation of the grant award; providing for severability; and providing for an effective date.

Summary Explanation/Background
REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

In accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended, 42 U.S.C. 5121-5207, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act, the Emergency Management Performance Grant (EMPG) funds may be used for all-hazards emergency management operations, staffing, and other planning, training, or coordination activities as specified in the EMPG Fiscal Year 2018 Scope of Work. Based on Fiscal Year 2017-2018 legislative appropriations, Broward County's Federal EMPG award this Fiscal Year is $351,243. The award must be expended by June 30, 2019. This sub-grant agreement requires a dollar-for-dollar non-Federal match. The grant funding will be utilized to support five existing positions within the Emergency Management Division.

The total amount of the EMPG award is $351,243 The County will be reimbursed for costs not to exceed $351,243 for the EMPG award. The County’s in-kind match, in the amount of $351,243, has been budgeted within the Emergency Management Division’s general fund account.
