A. MOTION TO AUTHORIZE THE COUNTY ADMINISTRATOR TO EXECUTE Second Amendment to Agreement No. 17-CP-HIP-8264-01 between Broward County and Broward County Housing Authority ("BCHA") in the amount of $496,310, increasing the Agreement amount from $451,000 to $947,310, effective retroactively from November 19, 2018 through September 30, 2019, to provide monthly rental assistance to homeless individuals and families for permanent supportive housing units throughout Broward County; authorizing the County Administrator to execute the Amendment to the Agreement subject to approval of the same by the County Attorney; authorizing the County Administrator to take the necessary administrative and budgetary actions to implement the Amendment.

B. MOTION TO AUTHORIZE THE COUNTY ADMINISTRATOR TO EXECUTE Second Amendment to Agreement 17-CP-HIP-8204-01 between Broward County and The Salvation Army, a Georgia Corporation ("TSA") in the amount of $169,500, increasing the Agreement amount from $28,437 to $197,937, effective retroactively from November 19, 2018 through September 30, 2019, to provide homeless services including monthly rental assistance to homeless individuals and families for rapid rehousing units throughout Broward County; authorizing the County Administrator to execute the Amendment to the Agreement subject to approval of the same by the County Attorney; authorizing the County Administrator to take the necessary administrative and budgetary actions to implement the Amendment.

C. MOTION TO AUTHORIZE THE COUNTY ADMINISTRATOR TO EXECUTE First Amendment to Agreement 19-CP-HIP-8232-01 between Broward County and TaskForce Fore Ending Homelessness, Inc., ("Taskforce") in the amount of $140,000, increasing the Agreement amount from $487,625 to $627,625 effective retroactively from November 19, 2018 through September 30, 2019 to provide outreach homeless services; authorizing the County Administrator to execute the Amendment to the Agreement subject to approval of the same by the County Attorney; authorizing the County Administrator to take the necessary administrative and budgetary actions to implement the Amendment.

A. to C. This action enables the Human Services Department's Community Partnership Division to redirect funds to maximize the provision of contracted services to meet the community needs.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

These recommendations support the Commission Value of “[A]pproaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Goal to “[C]ollaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent supportive housing for persons experiencing, or at risk of, homelessness.” The action will ensure the most effective and efficient use of currently budgeted resources to address the downtown Fort Lauderdale homeless encampment. 

Retroactive approval is sought to coincide with the start date of the Home for the Holidays Campaign to house individuals currently residing at the encampment at the Main Library Plaza. 

On September 13, 2018  (Item No. 5), the Board approved appropriations and disbursements for Fiscal Year 2019 agreements with nonprofit organizations and governmental entities for various human services (Resolution 2018-378). Since then, additional services are needed to provide emergency housing and outreach services to individuals and families experiencing homelessness currently residing at an encampment at the Main Library Plaza. In accordance with the 2019 Unit of Service Shell Agreement, Board approval is required for amendments that increase funding levels greater than ten percent of the Agreement total and to allow the County Administrator to execute the amendments. Amendments are requested for the BCHA, TSA and the Taskforce.

As agreements were effective October 1, 2018 to date, there are no outcomes or performance measures to report.

Amendments will be reviewed and approved by the Office of the County Attorney prior to execution.

The Office of Intergovernmental Affairs/Boards Section, in conjunction with the Office of the County Attorney, determined no conflict of interest waivers are required under Section 112.313(7)(a), Florida Statutes.

Fiscal Impact
Fiscal Impact/Cost Summary:
The amount of $636,310 (from Motions A & C), is allocated in the Human Services Department Fiscal Year 2019 Budget. The amount of $169,500 (Motion B), has been allocated in the Unified Homeless Grant Fund for rapid rehousing for homeless individuals.
