THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not assign Small Business Enterprise (SBE) or County Business Enterprise (CBE) goals for this project, because there were no subcontracting opportunities for SBE or CBE contractors (Exhibit 2).
The purpose of this contract is to provide Officiating Services for Softball Games played throughout the year under various softball leagues organized and directed by the Broward County Parks and Recreation Division.
The Parks and Recreation Division has reviewed the single bid submitted by Broward County Umpires Association, Inc. and concurs with the recommendation for award (Exhibit 3). One vendor performance evaluation was completed for Broward County Umpires Association, Inc.; the firm has a rating of 4.96 out of a possible 5.0. A copy of the vendor performance evaluation is available upon request.
The Purchasing Division researched the prices submitted by the single bidder, Broward County Umpires Association, Inc., and has determined that the prices submitted are fair and reasonable in comparison to the previous Broward County Contract and the independent cost estimate (Exhibit 4).
Incumbent: Broward County Umpires Association, Inc., (Contract No.: W1424007B1, Contract Title: Softball Officiating Services). Awarded by the Director of Purchasing. Contract Term: July 8, 2016 to July 7, 2018. A 90-day extension was approved by the Director of Purchasing, which extended the contract term until October 7, 2018. Expenditures to date $210,929.
The bid was advertised on July 2, 2018 and opened on August 10, 2018; one bid was received with zero declinations (Exhibit 1). The bid opening date was originally scheduled for July 13, 2018. In an effort to conduct outreach to potential bidders, the bid opening date was extended three times to August 10, 2018 to allow for vendor outreach; however, the solicitation resulted in the receipt of a single bid submittal by Broward County Umpires Association, Inc. It has historically been a challenge to obtain multiple bidders for the services needed for this procurement.
There was no protest filed regarding this procurement.
