MOTION TO APPROVE 2019 State Legislative Program.

ACTION:  (T-4:24 PM)  Approved as amended with Yellow-Sheeted Additional Material, dated November 13, 2018, submitted at the request of County Administration.

VOTE: 7-0.  Dr. Sharief was not present at the time of the vote.

The Board approves its own State Legislative Program each year.

Summary Explanation/Background
The State Program is made up of three separate sections: 1) Commission Priorities, 2) Legislative Policy Proposals, and 3) Appropriations Requests.

Last year the Board directed staff to provide a list of issues of importance to the County during the Legislative Session. The Board ultimately adopted the following six Commission Priorities:
  1. Affordable Housing
  2. Nursing Home Regulation
  3. Prohibition of Oil and Gas Drilling
  4. Criminal Justice Reform
  5. State Beach Management
  6. Opioid and Heroin Abuse
The DRAFT 2019 State Legislative Program is attached as Exhibit 1, which includes the following 5 Commission Priority Proposals:
  1. Affordable Housing
  2. Prohibition of Oil and Natural Gas Drilling
  3. Criminal Justice Reform
  4. State Beach Management Program
  5. Substance Abuse and Mental Health Funding
Since the upcoming November 6th election may have an impact on the Program in the form of Amendment 4 - Voting Restoration and Amendment 9 - Prohibit Offshore Oil and Gas Drilling; staff will submit an amended DRAFT Program after the certification of election results and briefings with Commissioners for Board consideration.

Other issues that may be of importance to Broward County in the form of suggestions from Commissioners, Department Proposals and Appropriations Requests during the 2019 Legislative Session are included after the Commission Priorities. Each proposal and request is either a carry-over from last year or is a new proposal. Each new proposal is specifically identified on the Program.
