THE AVIATION DEPARTMENT AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action approves the Evaluation Committee’s recommendation of the final ranking of qualified firms.
This procurement was solicited to engage the services of a qualified and experienced firm to administer the Airport Shuttle Bus and Other Transportation Services at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”).
On June 12, 2018 (Item No. 90), the Board approved Request for Proposals No. 2018-06-05-0-AV-02 ("RFP"). The RFP was advertised, and at the time of the opening deadline, 4:30 p.m. on September 28, 2018, four firms submitted proposals.
On October 23, 2018, an Initial Evaluation Committee meeting was held. At the Initial Evaluation Meeting, all four firms were determined to be responsive and responsible to the RFP requirements and would proceed to final evaluation.
On October 26, 2018, a Final Evaluation Committee meeting was held. After presentations, evaluation, and scoring, the Evaluation Committee named Keolis Transit Services, LLC, as the first ranked firm (Exhibit 1).
The Evaluation Committee's proposed recommendation of ranking will be posted on the Aviation Department's website from October 31, 2018 through November 5, 2018, which provides an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. At the time of agenda submission, there was no additional information submitted.
If there is no additional information submitted during the objection timeframe, the Evaluation Committee’s final recommendation of ranking will be posted on the Aviation Department's website from November 6, 2018, through November 13, 2018, which provides an opportunity for any aggrieved proposer to file a formal protest. Contingent upon no protest being timely filed by close of business on November 13, 2018, and contingent upon the Board's approval of the final ranking, staff will proceed with negotiations.
